Illinois State Board of Education, Gender Equity Advisory Committee met Aug. 25.

Here are the minutes provided by the committee:

I. Welcome & Roll Call

Present:

Deanie Brown, American Association of University Women-IL Inc.

Sandra Westlund-Deenihan, Quality Float Works Inc.

Anna Koeppel, Illinois Department of Labor

Sergio Hernandez, Illinois State Board of Education

Dr. Johnnie Thomas, Rich Township School District 227

Michael Phelon, The Outlet Illinois (joined after roll call)

Dr. Leslie Ward, Illinois State Board of Education (joined after roll call)

Absent:

Jami Hodge, Williamson County CTE System

II. Adoption of Rules of Procedure (roll call vote)

Motion made by Ms. Koeppel to adopt the rules. The motion was seconded by Ms. Westlund-Deenihan. No requests for changes were raised. The Rules of Procedure were voted for acceptance as presented. Voting yes: Deanie Brown, Anna Koeppel, Sandra Westlund-Deenihan, Sergio Hernandez, and Dr. Johnnie Thomas. Voting no: None.

III. Approval of the February 17, 2023, Minutes (roll call vote)

Motion made by Ms. Koeppel to accept the minutes as presented. The motion was seconded by Mr. Hernandez. No requests for changes were raised. The minutes were voted for acceptance as presented. Voting yes: Deanie Brown, Anna Koeppel, Sandra Westlund-Deenihan, Sergio Hernandez and Dr. Johnnie Thomas. Voting no: None.

IV. Scope Overview

a. Public Act 102-863 puts forth a requirement to produce a report on how school districts and ISBE can better support historically disadvantaged males, including African American students and other students of color, to ensure educational equity.

b. Subject matter experts were not available for today’s committee meeting, but efforts are being made to secure that they will be available to attend future committee meetings.

c. A Whole Child Task Force report was published in March 2022. A copy of the report was shared with the committee members. A recommendations outcome status update will be shared in the future. Members were asked to review the report’s 30 recommendations. The report also could be used as model for report structuring.

o Mr. Osborne will ensure all members receive a copy of the report.

V. State Mandated Training Requirements

a. 2023 Ethics Training Program for State Employees and Appointees: Completion certificates due 30 days after formal kickoff (Sept. 24, 2023).

b. Open Meetings Act Training: Completion certificates due 30 days after formal kickoff (Sept. 24, 2023). i. Note: Freedom of Information Act training is not required.

c. 2023 Harassment and Discrimination Prevention Training: Completion certificates due 90 days after formal kickoff (Nov. 23, 2023).

VI. Review of Goals and Schedule

a. The proposed delivery roadmap and schedule were displayed wherein each meeting will work toward a specific objective with the overall goal of having a report submitted by Nov. 17, 2022.

b. Chairs recommended, though did not mandate, that members meet face to face during the Oct. 20 and Nov. 17, 2023, committee meetings.

c. Calendar invitations also were released to members for all meetings. All meetings are scheduled to start at 3 p.m. and conclude no later than 5 p.m.

d. Motion made by Mr. Hernandez to adopt the roadmap schedule. The motion was seconded by Mr. Phelon. No requests for changes were raised. The roadmap schedule dates were voted as accepted as presented. Roll call vote: Deanie Brown, Anna Koeppel, Sandra Westlund-Deenihan, Michael Phelon, Sergio Hernandez, and Dr. Johnnie Thomas. Voting no: None.

Next Steps:

Mr. Osborne will share the roadmap with the members and post a copy on the GEAC webpage. Seek feedback from the Illinois State Board of Education Legal Department regarding how work groups should be handled.
