1. Minutes of the August 17, 2023, Budget Committee Meeting
The Budget Committee approved the minutes of the August 17, 2023, Budget Committee meeting.
2. American Rescue Plan Act
New Designation
The Budget Committee designated $200,000 in SFY23/24 ARPA funds to the Decatur Community Partnership to support implementation of a violence prevention program similar to the Ceasefire model.
3. Community Trauma Recovery Centers
New Designation
The Budget Committee designated $1,319,161.30 to Live Free Chicago dba Live Free Illinois. to launch a Community Healing Resource Center (CHRC) Program to provide holistic healing services and promote community healing in communities impacted by violent crime.
4. Co-Responder Pilot Program
New Designations
The Budget Committee designated $9.6 million in SFY24 Co-Responder Pilot Program funds to the entities listed below to support up to twelve months of programming.

New Designations
The Budget Committee designated FFY20 and FFY21 Residential Substance Abuse Treatment Act (RSAT) funds to the entities listed below to support up to twelve months of programming.

New Designation
The Budget Committee designated $521,227 in SFY24 General Revenue funds to the Winnebago County State’s Attorney’s Office’s DIVERT program. The DIVERT program will implement both diversion and deferred prosecution programs and will occur at the pre-trial or prosecution phase.
9. Institute 2 Innovate
New Notice of Funding Opportunity
The Budget Committee set aside up to $2,250,000 in the Institute 2 Innovate (i2i) funding for the SFY24 Notice of Funding Opportunity (NOFO) to support planning and capacity building grants to strengthen nonprofit organizations by improving their core systems and operations.
10. Community-Based Violence Intervention and Prevention

The Budget Committee designated $523,616 in SFY24 CBVIP funds to augment existing grants to entities as described in the table below.
