Illinois Guardianship and Advocacy Commission Human Rights Authority Springfield Region met Oct. 24.
PRESENT: Abdush Shakoor,Javed Irshad, Lisa Beam, Diana Braun and Karen Osgood.

The regularly scheduled meeting of the Human Rights Authority, Springfield Region was called to order at 5:39 p.m. by the Springfield Region Chair Pro Tem, Diana Braun.
It was determined that a quorum was present and that appropriate business could be conducted. Lisa read the confidentiality statement.
Minutes: Karen moved to approve the July 25 and August 29, 2023 open and closed session minutes. Lisa seconded and the motion carried.

New complaints:
24-050-9003 Group home residents were left in a van while the driver/staff attended a meeting. The HRA prefers to see if the OIG has been contacted and is investigating. Jon reported that OIG cannot verify whether they are investigating. The HRA prefers Jon to monitor OIG reports. Lisa moved to table acceptance of the complaint pending more information. Jay seconded and the motion carried.
UNFINISHED BUSINESS
At 6:09 pm, Lisa moved to enter Executive/Closed Session pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2). Shakoor seconded and the motion carried. The purpose of the closed session was for discussion on any case assignments, case progress, draft reports, responses and case closures (22-050-9011 and 24-050-9001). The HRA returned to the open session at 6:30 pm having taken no votes in the closed session.
Case progress:
22-050-9011 (Jacksonville Memorial) Jon gave Lisa a packet of additional materials. They will schedule interviews soon.
24-050-9001 (Packard MHC) Jon gave Lisa and Shakoor packets for their review. They will schedule interviews soon.

The next meeting is on November 28, 2023.
