Illinois Guardianship and Advocacy Commission Human Rights Authority North Suburban Region met Nov. 7.

Members Present: David Rubin, Mark Johnson, Jayme Crooks, Pat Welch

Members Absent: Teri Steinberg, Cristy Neal-Garcia, Adell Crump, Karen Siegel

Staff Present: Mariah Balaban, North Suburban HRA Disability Rights Manager

Guests: John Whitcomb, Attorney Monahan Law Group (For Streamwood Behavioral Healthcare System)

Call to Order Open Session

HRA Disability Rights Manager called the regular monthly meeting of the Human Rights Authority, North Suburban Region to order at 5:15 p.m. It was noted that a quorum was not present and that only certain business could be conducted.

Confidentiality Statement

HRA Disability Rights Manager read the confidentiality statement.

New Business:

1. HRA Disability Rights Manager read a new complaint summary for case # 24-100-9011 against Streamwood Behavioral Healthcare System. The recipient is 17 years old and the complaint from her mother alleges multiple violations of the right to adequate and humane care and the right to involve the guardian in treatment planning. Member Crooks motioned to open the case investigation, Member Welch seconded, and the motion carried.

Comments from the Public

Existing Business:

1. The HRA briefly discussed case #22-100-9007 against Streamwood Behavioral Healthcare system for possible closure. John Whitcomb participated in the discussion as the provider representative. Member Johnson motioned to close the case and publish the report (there were no findings and no provider response). Member Crooks seconded, and the motion carried.

2. The HRA briefly discussed case #22-100-9004 against Lake Park Center for possible closure. Member Crooks motioned to accept the provider response, close the case, and publish the report. Member Rubin seconded the motion and the motion carried.

3. The HRA briefly discussed the draft report for case #22-100-9017 against Elgin Mental Health Center. Member Crooks motioned to accept the draft report, Member Johnson Seconded the motion, and the motion carried.

Other Business and Adjournment

No other business that was discussed. Member Rubin motioned to adjourn the meeting, member Crump seconded, and the meeting was adjourned at 6:16pm by the Chairperson. The next meeting of the North Suburban HRA will be held: December 5, 2023 @ 5 p.m., Location: TBD
