2. American Rescue Plan Act – Trauma Recovery Centers

The Budget Committee increased the existing $633,334 FFY20 JAG designation to the Illinois Statistical Analysis Center by $316,666 for an adjusted designation total of $950,000.
New Notice of Funding Opportunity
The Budget Committee set aside $950,000 in JAG FFY21 funds to issue a Notice of Funding Opportunity (NOFO) that will help achieve Goal #5 detailed in the JAG 2019 - 2024 Strategic Plan, which is: Support the Illinois Statistical Analysis Center (SAC) to assist the state in criminal justice planning, data analysis, evaluation, and identification of evidence-based or informed practices. It is anticipated that the NOFO will be released in the spring of 2024. Designations resulting from this NOFO will be presented at a future Budget Committee meeting.
4. Prison Rape Elimination Act
New Designation
The Budget Committee designated $127,984 in FFY22 and $146,447 in FFY23 PREA funds to the Illinois Department of Corrections (IDOC) to support their Prison Rape Elimination Act (PREA) Compliance Program, specifically the implementation of a centralized PREA database/case management system.
5. Illinois Family Violence Coordination Councils
New Designation
The Budget Committee designated $36,700 in SFY24 Illinois Family Violence Coordination Councils (IFVCC) funds to Build, Inc. to allow for 6 months of funding for planning programs, representing the first 6 months of their planned 18 months of programming.

New Notices of Funding Opportunity
Targeted Public Information, Outreach, and Training
The Budget Committee set aside $1 million in State Crisis Intervention Program (SCIP) FFY23 funds to issue a NOFO for grants to state agencies to develop and implement effective and equitable targeted public information, outreach, and training strategies. This NOFO will focus on outreach to system partners as well as potential firearms restraining order (FRO) petitioners that are at a higher-risk and those with barriers impacting support and use of by using trusted messengers to both help craft targeted, meaningful, effective content and facilitate delivery of training.
Local Implementation Support
The Budget Committee set aside $3,810,999 in SCIP FFY23 funds to issue a NOFO for grants to local agencies for FRO implementation support.
10. Community Partnership for Deflection and Substance Use Disorder Treatment New Notice of Funding Opportunity
The Budget Committee set aside $1 million in Community Partnership for Deflection and Substance Use Disorder Treatment (CP) SFY25 funds to issue a NOFO for grants to provide funding to law enforcement, other first responders, and local government agencies to develop and implement collaborative deflection programs in Illinois that offer immediate pathways to substance use treatment and other services as an alternative to traditional case processing and involvement in the criminal justice system, and to unnecessary admission to emergency departments.

The Budget Committee designated $500,000 in FFY23 Sex Offender Registration and Notification Act (SORNA) funds to hire contractual personnel who will provide project management as Illinois State Police develops a new records management system.
13. Violence Prevention and Reduction
New Designations
The Budget Committee designated $250,000 in SFY24 Violence Prevention and Reduction (VPR) funds to the Centro Corporativo Empresarial for their youth engagement program.
Under the Authority’s administrative rules, members shall be notified of all motions passed by a particular committee within 5 business days of any committee meeting, or prior to the next meeting of that committee, or before the next meeting of the Authority, whichever is sooner. Within 10 business days of this notice, a special meeting may be convened upon the request of 5 Authority members to discuss any action taken by a committee and to supersede the action. 2 Ill. Admin. Code 1750.340(i).
