On June 20, 2024, the Budget Committee met at 555 W. Monroe, Lincoln Room - 4th Floor, Chicago, Illinois and at the ICJIA Offices, 524 South 2nd Street, Suite 220, Springfield, Illinois to discuss and take actions regarding:

The Budget Committee approved the minutes of the April 18, 2024, Budget Committee meeting.

2. Co-Responder Pilot Program 

The Budget Committee did not address this item because staff indicated that more information needed to be collected to make a proper presentation. This item will be addressed at a future Budget Committee Meeting.

3. Death Penalty Abolition Fund 

New Designations

The Budget Committee designated $1,290,802 in SFY25 Death Penalty Abolition (DPA) funds as described in the table below.

4. Flexible Housing Pool Reentry Pilot Program 

The Budget Committee designated $1 million in SFY25 Flexible Housing Pool (FHP) Reentry Pilot Program funds to the Center for Housing and Health for its FHP Reentry Pilot Program. The Center for Housing and Health will provide rental subsidies and case management services to individuals leaving the Illinois Department of Corrections and returning to their communities.

5. National Forensic Science Improvement Act 

New Designations

The Budget Committee designated $743,592 in FFY23 National Forensic Science Improvement Act funds as described in the table below.

7. Less than Lethal Alternatives for Law Enforcement 

New Designation

The Budget Committee designated $5 million in SFY25 Less Lethal Alternatives (LLA) funding to the Illinois Law Enforcement Alarm System (ILEAS) to serve as a lead entity for less lethal alternatives for law enforcement grants.

8. State Crisis Intervention Program 

New Designation

The Budget Committee designated $344,259 in FFY23 State Crisis Intervention Program (SCIP) funding to the Illinois State Police (ISP) to support its Firearms Restraining Order (FRO) Outreach and Training Program.

New Notice of Funding Opportunity

The Budget Committee set aside $655,741 in SFY23 SCIP funds to support a notice of funding opportunity (NOFO) for FRO outreach and training programs.

9. Community-Based Violence Intervention and Prevention 

Recommended Designations

The Budget Committee designated $8,816,742 in SFY25 Community-Based Violence Intervention and Prevention (CBVIP) funds to entities to support implementation of the community-based violence prevention programming as detailed in the table below.

10. Safer Foundation 

The Budget Committee designated $1,000,000 in SFY25 state-appropriated funds to Safer Foundation to support their Working 4 Peace employment programs to provide supports and employment opportunities to young adults, especially those with criminal records who are residing in or reentering their community.

11. Street Intervention Program 

The Budget Committee designated $6,694,300 in SFY25 Street Intervention Programs (SIP) funds to Metropolitan Family Services to support their Communities Partnering 4 Peace (CP4P) which provides a targeted and holistic multi-tiered approach to confront gun violence in the highest risk neighborhoods of Chicago.

13. Statewide Diversion Program 

The Budget Committee designated $316,109 in SFY25 Statewide Diversion Program (SDP) Funds to the Winnebago County for the continued implementation of the DIVERT program.

14. Illinois Family Violence Coordinating Councils 

A. Planning Grant

The Budget Committee designated $49,000 in SFY25 Illinois Family Violence Coordinating Councils (IFVCC) funds to Build, Inc, to support a planning grant program designed to lead new grantees through a strategic planning process in order to be prepared to apply for an IFVCC Implementation grant.
