I. Mary Ratliff, ICJIA, Strategic Project Administrator Director welcomed members to the meeting.

II. Call to Order and Roll Call

• Peter Yuh, called the meeting to order at 12:04 A.M. and the roll call. Quorum was not met

III. Approval of Minutes

• Approval of the minutes for:

• October 17, 2023, meeting was tabled due to lack of quorum. 

• Approve Minutes for February 7, 2024, meeting lack of Quorum 

• Approve Minutes for April 3, 2024, meeting

IV. New Business

• Mary Ratliff, Chairperson, welcomed the group and introduced guest speaker for Colton’s Task Force Jen Waindle who shares her presentation on screen

• Part I Research two step approach to removing guns from offenders

o Insurance statistics and Actuarial Tables

o Homicide victims for inter-partner violence are 93 percent women 

o Strangulation history and access to firearms increase lethargy risk 

o Firearms are weapons of choice 55% with other being blunt force

• Part 2 Evidenced based Practices

o Use of risk factors are predictable and preventable.

o Federal Law Conviction for Misdemeanor Crime of Domestic Violence (18 U.S.C. 922 (g)(9))

o Elements for qualifying misdemeanor under federal, state, local or tribal.

• Violent Misdemeanors 34 state prohibit firearms for those induvial convicted of gun related violent misdemeanors.

• FBI NICS notification is a responsible party for firearms sales 

• Is there a specialized unit and someone on the caseload that qualifies. 

• Multiple approaches

• The next task force meeting is on August 7, 2024, if there is a suggestion for presenter advise
