The Illinois Pollution Control Board is set to hold additional hearings regarding the proposed adoption of certain California vehicle emissions standards. These standards include the Advanced Clean Cars II, Advanced Clean Trucks, and Low NOx Heavy-Duty Omnibus Regulation.
Scheduled for March 10-12, the hearings will allow the public to comment in-person on March 10 and online on March 11. If implemented, these rules would initiate a transition from the sale of gasoline- and diesel-powered passenger and light-duty vehicles, eventually leading to a complete ban on non-electric vehicle sales by 2035, with limited exceptions.
The proposal targets a reduction in the sale of gasoline- and diesel-powered medium- and heavy-duty trucks (Class 2b through Class 8). By 2035, it mandates that 55% of new Class 2b-3 truck sales, 75% of new Class 4-8 straight truck sales, and 40% of new truck tractor sales be electric.
These rules would also introduce new testing and emissions standards for heavy-duty trucks. The proposal originated from a coalition of environmental activist groups and was previously supported during hearings in December. The upcoming March hearings will provide an opportunity for opponents to voice their concerns. A similar proposal was unsuccessful in advancing during the spring 2023 legislative session.
