Illinois Criminal Justice Information Authority Firearm Prohibitors and Records Improvement Task Force met March 24.

Here are the minutes provided by the task force:

I. Welcome: Call to order and roll call

a. Tim Lavery calls the meeting to order and asks Sarah Henricksen to do a roll call

b. Sarah conducts the role call and announces quorum is present

II. Old Business

a. Vote meeting minutes: February 21, 2025

i. Sarah calls for a vote on last meetings minutes, Reggie Freeman motions and Rob Berlin seconds, a voice vote is conduced and the approval of the minute's passes

III. New Business

a. Discussion

i. Went over statutory requirements and ICJIA poll results to identity long-term focal areas

1. Discussed usage of circuit court CHRI reporting as an outcome for the task force to look into

2. Discussed mental health facilities/school reporting within correctional and juvenile facilities, free training initiatives, Karina’s law implementation issues specifically with reporting as

3. Went over existing statutes, Living Room program, community-based health centers as existing interventions

4. Discussed existing trainings that bring in regular attendees within school officials and law enforcement

ii. The following were identified as possible topics to explore

1. Geographic reporting as possible direction to target unearthed groups for training

2. Video/online trainings and in person trainings for FOID card and common questions (if agreed upon, ICJIA would support building out a public facing training)

3. Possible trainings on Karina’s Law: how a court order will be communicated to a local police department and how will it be reported to the state in relation to firearm relinquishment under Karina’s Law, and general efficacy of Karina’s Law

iii. Topics for inclusion in State Fiscal Year 2025 report

1. Discussed a jam board that organized topics for the 2025 report from this task force. This was broken into directions, current/past action, and challenge/issues sections

a. Directions: Trainings, FRO’s are an ideal resource in FOID Act prohibitor review, narrow scope of task force, livescans in courthouses, CHRI statewide unified system, more county to circuit level integrated systems

b. Current/Past actions: DHS FOID Mental Health system reporting training, ISP disposition working group, ISP provide DCN to clerks

c. Challenge/Issues: CHRI circuit court clerk resources, CHRI idiosyncratic clerk systems, CHRI vender costs, CHRI resubmissions identified as duplicates so the submission is blocked

2. Specifically went over the directions section for what should be included in the report

a. Trainings were viewed as an important addition to the report due to ISP experiencing high reporting numbers and signups to the reporting portal

b. Better implementation of FRO’s throughout the state were discussed within the context of limited utilization in smaller counties

c. Members supported discussing the narrowing of the scope to focus on the impact of the topics in the report

d. No overt support for discussion of live scanners and fingerprinting issues

e. Further strategies for integration to remedy issues with CHRI system and county to circuit level communication issues was also supported

3. Discussed current/past actions

a. Task force members felt like this section was accurate and helpful and a great chance to further organize reporting

IV. Public Comment

a. Tim announces that any members of the public can share public comment, however no members of the public are present

V. Adjournment

a. Tim calls for adjournment and asks if anyone motions to adjourns, the task force agrees, and the meeting is adjourned
