Illinois Guardianship and Advocacy Commission Human Rights Authority, Springfield Region Met May 25.

The regularly scheduled meeting of the Human Rights Authority, Springfield Region was called to order at 5:35 p.m. by the Springfield Region Chair, Tara Dunning.
It was determined that a quorum was not present but that appropriate business could be conducted. Diana read the confidentiality statement.
Minutes: Jay joined the meeting at 6:09 p.m. and provided a quorum. Lisa moved to accept the March 30, 2021 open and closed session minutes. James seconded and the motion carried.

New complaints:
21-050-9009 A man with mental illness was shot by police were called to help the man from harming himself or other people. The complaint was brought by a family friend who contends that the man needed intervention not potentially fatal injury. The HRA discussed an informal advocacy approach to the police department and agreed to watch the pending hearings and outcome. Diana moved to table acceptance of the case. Lisa seconded and the motion carried.
UNFINISHED BUSINESS
At 6:12 p.m., Jay moved to enter the executive/closed session pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2). Diana seconded and the motion carried. The purpose of the closed session was for discussion on any case assignments, case progress, draft reports, responses and case closures (21-050-9003, 9004, 9005 and 9006.). The HRA returned to open session at 6:25 p.m., having taken no votes in the closed session.
Reports for acceptance:
21-050-9006 (McFarland MHC) The report was reviewed and there were no changes. Lisa moved to accept the report and issue. Jay seconded and the motion carried.
Accept responses, close and publish:
21-050-9004 (McFarland MHC) A response was neither required nor received. Diana moved to close and publish the case. Lisa seconded and the motion carried.
Other unfinished business, announcements and comments:
Tara has completed both required annual trainings. Jay has completed one (need Ethics). The next meeting is June 29, 2021. The HRA will meet in person.
