Illinois Guardianship and Advocacy Commission Human Rights Authority, Springfield Region met Aug. 10.

The regularly scheduled meeting of the Human Rights Authority, Springfield Region was called to order at 5:41 p.m. by the Springfield Region Chair, Tara Dunning.
It was determined that a quorum was not present but that appropriate business could be conducted. Lisa read the confidentiality statement.
Minutes: Minutes from the June 29, 2021 meeting cannot be approved until the next regular meeting with a quorum.

New complaints:
21-050-9009 A town’s police department used excessive force on a man who was in a mental health crisis. The HRA has been watching what develops from his court hearings, which keep being delayed. We have no release. Lisa moved to not accept the case for investigation. James seconded. Follow up votes received.
22-050-9001 The facility relied on a patient’s signature on authorizations to release information when his competence is in question; he has a legal guardian. A release has not been received. James moved to not accept the case for investigation. Lisa seconded. Follow up votes received.
22-050-9002 The facility used false information to petition a resident for involuntary psychiatric admission. We have a release. Lisa moved to accept the case for investigation. Janet seconded. Follow up votes received.
22-050-9003 A facility will not allow vaccinated residents to dine out. The HRA was concerned about recent resurgence of Covid and did not want to pursue. James moved to not accept the case for investigation. Lisa seconded. Follow up votes received.
22-050-9004 A patient’s mother who he designates as his treatment planning support person is not permitted to participate in treatment team meetings. Lisa moved to accept the case for investigation. Janet seconded. Follow up votes received.
UNFINISHED BUSINESS
The HRA did not enter Executive Session without a quorum pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2) but carried on with appropriate business.

Two cases remain open and we are waiting for the facilities to provide dates and times for interviews.

Janet will be taking a year off but graciously recommends to us another person to fill the DD seat. Shakoor joins us again in September.
