Lincolnshire-Prairie View School District 103 Board of Education Committee of the Whole met Nov. 2.

The Board of Education of Lincolnshire-Prairie View School District 103 held a Committee of the Whole meeting at 7:00 p.m. The meeting was shown on School District 103’s YouTube channel.

Call to Order and Roll Call
Mrs. Harper called the meeting to order at 7:02 p.m.

Discussion Items
1. D103 Learning Update
Vaccine Clinic: D103 has established a COVID vaccine clinic for ages 5-11 on Saturday, November 13 followed by a clinic for the second dose on Saturday, December 4. The vaccine is open to all D103 families and families of staff members. Boosters for eligible adults are also available at the clinics.
Job Fair: D103 attended a Lake County job fair. There were 10 people who visited our booth and showed interest in the associate position. One of those individuals was hired by D103 for an associate position. Seven individuals also visited the booth for transportation openings.
Reading Specialist: Administration expressed a need to add a half-time reading specialist at Sprague to assist its youngest learners. The Board supported this proposal. The current part time reading specialist will now become full time at Sprague to fill this position.
2. 103 Club Discussion
Administration suggested the district offer before and after school child care through the 103 Club free of charge to employees whose children attend our schools. This will help our staff members complete their duties at work after school ends for the day. Currently, there are three staff members that are in this situation. The Board supported this decision.
3. Aide Compensation Discussion
Administration is researching associate compensation as it compares to area school districts. D103 and all districts in the area are experiencing a shortage of associates. The Board asked administration to recommend compensation as it compares to area districts to help the district attract and retain employees. At this time, the Board would like the focus to be on Special Education aides, since the district is short eight associates.
4. COVID Expenses Update
Mr. Palbicke reported FY-2022 COVID expenses for staffing including substitutes, nurses, health clerks, stipends, associates, contact tracers, and custodial contracts. Improved HVAC units at Sprague and Half Day were also part of the expenses.
5. Stipend Discussion
The Board discussed the ICTM math contest and whether to offer a stipend for this program for students in grades 3-5. Any student may participate in the contest. Typically, Half Day has over 270 students participate in the contest. The Board requested that the district look into whether or not the program could be expanded to include more critical thinking activities beyond a test. The administration said they would look into it.
6. IASB Resolutions Discussion
Mr. Weaver reviewed the 2021 IASB resolutions scheduled to be acted upon in November. He discussed a few specific resolutions as he is representing the Board at the delegate assembly. The following resolutions were presented and reviewed.

• School Board Member compensation
• Health & Sex Education Curriculum
• Cannabis Sales
7. Il Report Card Review
Administration presented the 2021 Illinois State Report Card results to the Board. Students took the Illinois Assessment of Readiness and the Illinois Science Assessment in Spring 2021. Student scores have not been reported yet. The state report does show 2021 district finances, demographics, student teacher ratios, salaries, and other such information. As the year progresses, the report card will have information added and this will be shared with the Board.
Information
1. Bid Update for HVAC Installation at Half Day and Sprague
Mr. Palbicke reported that after further review and investigation he and Mr. Gaunky believe that the district has the opportunity to upgrade the HVAC/ventilation more efficiently than the proposed bids while maintaining the same timeline. At this time, they are recommending that we do not accept the bids that were received.
Old Business/New Business
A Board member asked if the two positions at Half Day, for an Orchestra teacher and a 5th grade classroom teacher have been filled. Dr. Warren reported that the 5th grade position has been filled and the Board will approve this at the next meeting. He also stated that there have been no applicants for the Orchestra job and the district has been searching for a replacement.

Executive Session
Motion by Mr. Odongo, seconded by Mrs. Hashemi the Board go into Executive Session to discuss the collective negotiating matters between the public body and its employees or their representatives and probable or imminent litigation.
Roll Call: Ayes: Grossenbach, Harper, Hashemi, Odongo, Peterson, Weaver. Nays: None. Abstain: None. Motion carried.
The Board moved into Executive Session at 8:46 p.m.
Open Session
The Board reconvened to Open Session at 9:14 p.m.

Voice vote: All Ayes. No Nays. Motion carried.
