Illinois Guardianship and Advocacy Commission Human Rights Authority, North Suburban Region met Nov. 9.

Here are the minutes provided by the commission:

Call to Order:

Chairperson, Teri Steinberg, called the regular monthly meeting of the Human Rights Authority, North Suburban Region, to order at 4:15 p.m.

Members Present: Teri Steinberg, Kori Larson, Maralea Negron, Pat Getchell Members Absent/Excused: Maria Reher, Adell Crump and Christy Neal-Garcia Staff Present: Mariah Balaban

Other Visitors: Matthew Webber, counsel for Manor Care of Elk Grove Village

The Chair noted that a quorum was not present and that only certain business could be conducted. Kori read the confidentiality statement.

Changes in the Agenda:

No changes were made to the agenda.

Minutes from August 2021 and October 2021 could not be approved because a quorum was not present.

Case acceptance: 22-100-9005: Kori read the complaint:

The provider did not work with or inform recipient’s POA agent to provide proper informed consent for the treatment. This complaint arose from the investigation of case 21-100-2010 which revealed that the recipient received mental health services in the Hospital ED for eight hours before being transferred to the Behavior Health Hospital named in case 21-100-2010.

Pat motioned to accept the case, Lea seconded the motion, motion passed.

Other Business:

Assignment of case 22-100-9005 - Kori will work on this case along with 21-100-9010

Case Discussion 22-100-9002 - discussion of self-determination in residents care planning and how Covid may have changed policies around residents leaving nursing homes. Matthew Webber joined discussion – he will send Manor Care policies and any Covid updates.

Reviewed provider response to case 21-100-9008 report. Pat motioned to accept the response and make the report available to the public, Lea seconded the motion and the motion passed.

Mariah asked if members would like to change our meeting time, all members present agreed that we should move the meetings to 4:30 or 5pm to better accommodate the schedules of members who might work from 9-5.

Lea made a motion to adjourn the meeting, Pat seconded the motion, the meeting was adjourned at 4:54 p.m. by the Chairperson.
