Illinois Guardianship and Advocacy Commission Human Rights Authority, Springfield Region met Jan. 25.

The regularly scheduled meeting of the Human Rights Authority, Springfield Region was called to order at 5:35 p.m. by the Springfield Region Chair, Tara Dunning.
It was determined that a quorum was present and that business could be conducted. Jay read the confidentiality statement.
Minutes: Diana moved to accept the November 30, 2021 open and closed session minutes. Lisa seconded and the motion carried.

NEW BUSINESS
Ratifications for case acceptance:
22-050-9009 A guardian/essential caregiver is not allowed to visit in her ward’s room in the nursing home. Previously not accepted, a release has since been received. Diana moved to ratify case acceptance. Jay seconded and the motion carried.
22-050-9010 Group home residents do not have regular access to their own money. Lisa moved to ratify case acceptance. Karen seconded and the motion carried.

No new complaints were formally presented although Jon informed the HRA about a potential case involving an abandoned minor at an area hospital emergency room. The HRA agreed that Jon would collect more information on the minor’s circumstances and explore with agency leaders on potential interventions before presenting formally for case consideration.
UNFINISHED BUSINESS
At 6:15 p.m., Lisa moved to enter the executive/closed session pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2). Diana seconded and the motion carried. The purpose of the closed session was for discussion on any case assignments, case progress, draft reports, responses and case closures (22-050-9002, 22-9005).
The HRA returned to open session at 6:27 p.m., having taken no votes in the closed session. Case progress:
22-050-9002 (IAG) Diana and Jon held interviews on the case in December. Jon is gathering more materials to review and expects a draft report to present at the next meeting.
22-050-9005 (Pathway) Tara, Karen and Jon held interviews on the case in December. A draft report is to be reviewed at this meeting.

22-050-9005 (Pathway) The HRA reviewed the report and had no changes. Karen moved to accept and issue the report. Jay seconded and the motion carried.
