Illinois Guardianship and Advocacy Commission Human Rights Authority, Springfield Region met Feb. 22.

The regularly scheduled meeting of the Human Rights Authority, Springfield Region was called to order at 5:34 p.m. by the Springfield Region Chair, Tara Dunning.
It was determined that a quorum was present and that business could be conducted. Shakoor read the confidentiality statement.
Minutes: Lisa moved to approve the January 25, 2022 open and closed session minutes. Diana seconded and the motion carried.

22-050-9011 An area police department has had a few incidents of taking patients to the ED for evaluation, completing petitions and the hospital refuses to proceed with mental health evaluations; tore up a petition and would not provide copies to the officer in one instance. Alleging violation of right to mental health treatment. Jon will be meeting with the police department to interview officers involved and gather ED staff info. He invited any member to join him. Jay moved to table acceptance of the case for investigation pending more information. Lisa seconded and the motion carried.
22-050-9012 A CILA resident alleges that he has not been given his weekly spending money in three to four weeks. He did not know why. His guardian is to check with the facility on possible reasons and get back to Jon. Diana moved to table acceptance of the case for investigation pending more information. Shakoor seconded and the motion carried.
UNFINISHED BUSINESS
At 5:50 p.m., Lisa moved to enter the executive/closed session pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2). James seconded and the motion carried. The purpose of the closed session was for discussion on any case assignments, case progress, draft reports, responses and case closures (22-050-9002, 9005, 9006 and 9009). The HRA returned to open session at 6:11 p.m., having taken no votes in the closed session.
Case progress:
22-050-9006 (McFarland MHC) Shakoor and Jon have been waiting to interview the staff. The dates have been changes several times. A February 25 interview is tentatively scheduled.
22-050-9009 (Aperion) Diana and Jon held interviews on February 16. The facility advised that visitors are allowed in resident rooms.
Reports for acceptance:
22-050-9002 (IAG) The HRA reviewed the report and had no changes. Lisa moved to accept and issue the report. Shakoor seconded and the motion carried.
Accept responses, close and publish:
22-050-9005 (Pathway) A response was not required. Jay moved to close and publish the case. Lisa seconded and the motion carried.
Other unfinished business, announcements and comments:
The next meeting is March 29, 2022 to be held at the new location 830 S. Spring St. and webex. Adjournment:
