Illinois Guardianship and Advocacy Commission Human Rights Authority, North Suburban Region met April 5.

Call to Order:
In the absence of the Board Chair and the Board Secretary, Disability Rights Manager called the regular monthly meeting of the Human Rights Authority, North Suburban Region, to order at 5:10 p.m.
Members Present: Cristy Neal-Garcia, Pat Getchell, Mark Johnson
Members Absent/Excused: Adell Crump, Kori Larson, Maralea Negron, Teri Steinberg, Maria Reher
Staff Present: Mariah Balaban, Disability Rights Manager
Guests: Prospective HRA member, David Rubin
Disability Rights Manager noted that a quorum was not present, and that only certain business could be conducted. Disability Rights Manager read the confidentiality statement.
Changes in the Agenda:
No changes were made to the agenda.
Approval of Minutes:
Because a quorum was not present the minutes for the February and March 2022 minutes could not be approved, and the board could not vote to keep the February 2022 executive session minutes private.
Prospective HRA Member
Prospective HRA member, David Rubin, introduced himself and met the HRA board.
New Business:

a. New Complaints:
A. 22-100-9015 – AdventHealth GlenOaks (hospital psychiatric unit) - Pat suggests that even if we don’t get a disclosure form from the recipient we should still conduct a policy review. Mark motions to accept the case, Pat Getchell seconds, and the motion carries
1. Pat Getchell will recuse herself from all votes on this case because it used to be an AMITA Health facility.
Other Business
1. Draft report Acceptance – 22-100-9001 – Chicago Behavioral Health Hospital and 22-100-9003 - AMITA Adventist Medical Center Hinsdale.
a. Mark motions to table the review of these drafts and their acceptance vote until the next meeting with a quorum. Christy Neal-Garcia seconds, and the motion carries.
2. Pat motions to cancel the meeting May 3, 2022 @ 5 p.m. Mark Johnson seconds the motion, and the motion carries.

Member Reher made a motion to adjourn the meeting. Member Crump seconded. The meeting was adjourned at 5:30 p.m. by the Chairperson.
