The Illinois Gaming Board convened for a Regular Meeting at 9:33 A.M. On May 27, 2022, Governor JB Pritzker issued a statewide disaster proclamation in response to the COVID-19 Pandemic. Pursuant to Section 7(e) of the Open Meetings Act, the Board determined it was not practical or prudent, nor was it feasible, to hold an exclusively in-person meeting due to the ongoing COVID-19 pandemic. Therefore, the Board held the meeting at the Michael A. Bilandic Building, 160 N. LaSalle Street, Room C-600, Chicago, Illinois, and through electronic means. The meeting was accessible on the morning of June 16, 2022, via livestream at: https://multimedia.illinois.gov/igb/igb-live.html.
A roll call was taken. The following Board members were present: Chairman Charles Schmadeke, Member Marc Bell, Member Anthony Garcia, and Member Dionne Hayden. Four members of the Board being present, a quorum was satisfied.
At approximately 9:35 A.M., Member Garcia moved that the Board go into closed session pursuant to Section 2(c), paragraphs (1), (4), (11), (21) and (36) of the Open Meetings Act and Section 6(d) of the Illinois Gambling Act to discuss items on the closed session agenda relating to the employment and performance of a specific employee, evidence received per the Board’s adjudicatory authority, pending litigation, the review of closed session minutes of the Regular Board Meetings and to deliberate on decisions of the Illinois Gaming Board in which there is discussed personal, commercial, financial, or other information obtained from any source that is privileged, proprietary, confidential, or a trade secret; or information specifically exempted from the disclosure by federal or State law. Member Bell seconded the motion. The Board approved the motion unanimously by voice vote. Thereafter, the Board held its closed session meeting in person and through electronic means, the minutes of which are separately recorded. The Board’s closed session meeting was not accessible via livestream at https://multimedia.illinois.gov/igb/igb-live.html.
At approximately 11:07 A.M., the Board reconvened its Regular Meeting of Thursday, June 16, 2022, pursuant to the Illinois Open Meetings Act, 5 ILCS 120/1 et seq. The meeting was held in Room C-600 of the Michael A. Bilandic Building, 160 N. LaSalle Street, Chicago, Illinois, and through electronic means. Another roll call was taken. The following Board members were present: Chairman Charles Schmadeke, Member Marc Bell, Member Anthony Garcia, and Member Dionne Hayden. Four members of the Board being present, a quorum was satisfied.
APPROVAL OF OPEN SESSION MINUTES
The Board voted unanimously to approve the open session minutes from its Regular Meeting held on April 28, 2022.

ADMINISTRATOR’S REPORT
Administrator Fruchter noted that the meeting was the first in-person meeting held by the Board since January 30, 2020, and that the meeting was also being livestreamed. The Administrator thanked the staff of the Office of the House Speaker for all of their assistance and cooperation in allowing the Board to use their committee hearing room for the Board meeting.
IDHS STATEWIDE ASSESSMENT OF GAMBLING IN ILLINOIS
The Board entertained a presentation from the Illinois Department of Human Services on its Statewide Assessment of Gambling and Problem Gambling report.
PUBLIC COMMENTARY
The Board entertained comments from Randi Hoffstead.
ADMINISTRATIVE MATTERS
• Rule 1130 – Prohibition on Russian and Belarusian events
The Board voted unanimously to adopt the staff’s recommendation to issue an Order prohibiting sports wagering of any kind in Illinois as follows:
a) Wagering on any sport, event, league, or competition in Russia or Belarus;
b) Wagering on Russian or Belarusian sports teams or individuals on any Russian or Belarusian team; and
c) Wagering on any sport, event, league, or competition sponsored, conducted, hosted, or sanctioned by any Russian or Belarusian league.
• Dissemination of Closed Session Minutes (2021)
The Board determined that the need for confidentiality continued to exist with respect to a portion of the 2021 closed session minutes and tabled consideration of this item until the next scheduled regular meeting.
OCCUPATIONAL LICENSEE ITEMS
Level 1 License Applications – Approvals
The Board voted unanimously to adopt the staff’s recommendation to grant Patrick MacFarlane a Level 1 Occupational license in his position as Vice President of Finance and Administration of Des Plaines Development Limited Partnership d/b/a Harrah’s Joliet Casino & Hotel.
Level 2 and Level 3 License Applications – Approvals
The Board voted unanimously to adopt the staff’s recommendation to approve 127 Level 2 and 148 Level 3 occupational license applicants.
Occupational License Renewals by the Administrator
Pursuant to the authority delegated by the Board on June 11, 2020, the Administrator renewed the Level 1, 2, and 3 licenses of individuals who were licensed or renewed in May 2021 and June 2021 who have properly updated their applications and complied with the requirements of the Illinois Gambling Act and the Board’s Rules.
Supplier License Renewals
Pursuant to the authority delegated by the Board on June 11, 2020, the Administrator renewed the following Casino Supplier licenses:
1. (815) Beltway Holdings, LLC for a period of four years, expiring June 2026;
2. Global Payments Gaming Services, Inc. for a period of four years, expiring June 2026;
3. House Advantage, LLC for a period of four years, retroactive to May 2022 and expiring May 2026;
4. VICI Properties 1 LLC for a period of four years, retroactive to May 2022 and expiring May 2026.
The Board voted unanimously to adopt the staff’s recommendation to issue a Casino supplier license to NRT Technology Corp. for a restricted one-year term.
SPORTS WAGERING
SPORTS WAGERING OCCUPATIONAL LICENSEE ITEMS
Level 2 and Level 3 License Applications – Approvals
The Board voted unanimously to adopt the staff’s recommendation to approve 206 Level 2 and 4 Level 3 sports wagering occupational licenses.
Level 1, 2, and 3 License Renewals – Administrator Delegation
Pursuant to the authority delegated by the Board on June 11, 2020, the Administrator renewed the Level 1, 2, and 3 Sports Wagering licenses of the individuals who were licensed or renewed in May 2021 and June 2021 who have properly updated their applications and complied with the requirements of the Sports Wagering Act and the Board’s Rules.
VIDEO GAMING
VIDEO GAMING MANUFACTURER, DISTRIBUTOR LICENSE RENEWALS
License Renewals – Administrator Delegation
Pursuant to the authority delegated by the Board on June 11, 2020, the Administrator renewed the Video Gaming Manufacturer, Distributor, and Supplier licenses of Novomatic Americas Sales LLC for a period of four years, retroactive to May 2022 and expiring May 2026. (The Administrator noted that this renewal triggered the expiration and immediate renewal of Novomatic Americas Sales, LLC’s supplier licenses held under the Illinois Gambling Act and the Sports Wagering Act.) The Administrator further renewed the Video Gaming Supplier licenses of Curo Group, LLC and MobileMoney, Inc. for a period of four years, expiring June 2026. The Administrator also renewed the Video Gaming Supplier license of NRT Technology Corp. for a restricted one-year period expiring in June 2023.
TERMINAL OPERATOR LICENSEE ITEMS

Pursuant to the authority delegated by the Board on June 11, 2020, the Administrator renewed the following Terminal Operator licenses for a period of four years, retroactive to May 2022, expiring in May 2026:

The Board voted unanimously to adopt the staff’s recommendation to approve 38 Terminal Handler licenses and 1 Technician license for a period of two years, expiring in June 2024, subject to licensee’s payment of the applicable licensing fee on or before July 31, 2022, and to issue Notices of Denial to Sammra Dane Miller.
VG Terminal Handler Non-Renewals
The Board voted unanimously to adopt the staff’s recommendation to issue a Notice of Non-Renewal to Jera Loren Fleming-Schaffer.
The Board voted unanimously to adopt the staff’s recommendation to issue a Notice of Non-Renewal to Joseph John Gajewski.
The Board voted unanimously to adopt the staff’s recommendation to issue a Notice of Non-Renewal to James Jaquess Pentecost.
VG Technicians and Terminal Handler License Renewals – Administrator Delegation
Pursuant to the authority delegated by the Board on June 11, 2020, the Administrator renewed the licenses of Technicians and Terminal Handlers who were licensed or renewed in May 2021 or June 2021 for a period of two years expiring in May or June 2024, who have properly updated their applications and complied with the requirements of the Video Gaming Act and the Board’s Rules.

The Board voted unanimously to adopt the staff’s recommendation to approve 110 Video Gaming Establishment License applications for a period of two years, expiring in June 2024, subject to licensee’s payment of the applicable licensing fee on or before July 31, 2022, and to issue Notices of Denial to the following applicants:

VG Location Establishment Non-Renewals
The Board voted unanimously to adopt the staff’s recommendation to deny renewal to Marissa Recreational Area Association d/b/a Marissa Rec Area Golf Course.
The Board voted unanimously to adopt the staff’s recommendation to deny renewal to Chronister Oil Company d/b/a Qik-N-EZ.
The Board voted unanimously to adopt the staff’s recommendation to deny renewal to MKMD Zeller Inn, LLC d/b/a Zeller Inn.
VG Location Establishment Renewals – Administrator Delegation
Pursuant to the authority delegated by the Board on June 11, 2020, the Administrator renewed the Video Gaming Location Establishment licenses that were licensed or renewed in May 2021 or June 2021 for a period of two years, expiring in May or June 2024, who have properly updated their applications and complied with the requirements of the Video Gaming Act and the Board’s Rules.
RULE 320 PETITIONS
The Board voted unanimously to adopt the staff’s recommended decision to adopt the Administrator’s Recommend Decision in 17-UP-009 - Petitioner Accel Entertainment Gaming, LLC v. Respondent J&J Ventures Gaming, LLC, and Intervenors Action Gaming LLC and Illinois Gaming Investments, LLC.
The Board voted unanimously to adopt the staff’s recommended decision to adopt the Administrator’s Recommend Decision in 18-UP-021 - Petitioner LZ Entertainment LLC v. Respondent Illinois Gaming Systems, LLC.
