CALL TO ORDER

Janet Ahern called the meeting to order at 2:05 p.m. A quorum was present.

APPROVAL OF MINUTES

MOTION: Margaret Scotellaro made a motion to approve the minutes April 26, 2022.

Kim Mann seconded the motion and a unanimous vote from the remaining board members carried the motion.

NEW PROPOSALS

Lauren Beard. Youth Experiences Aging out of the Illinois Department of Children and Family Services Care.

Now has letter of support from Lawrence Hall. Would like to hear what happened after 6 months in the final report.

Ka Ho Brian Chor. Evaluation of DCFS Therapeutic Foster Care – Amendment. Cost benefit study of therapeutic foster care.

MOTION: Robin LaSota motioned to approve the proposal.

Margaret Scotellaro seconded the proposed motion and a unanimous vote from the remaining board members carried the motion.

Theodore Cross. Understanding Racial Disproportionality in Finding Permanent Homes for African American Children in out of Home Care: A Study of Subsidized Guardianship – Caregiver Survey.

Started with interviews of stakeholders and then launched to permanency worker survey. Caregivers are being surveyed with adoption or guardianship goal for feedback on the permanency planning process – experiences with staff and the process and the courts. Asking about their feedback about judges and their experience of implicit bias or race related issues that they experienced. Rating experiences between adoption and guardianship. About the youth in their care. Are they adopted, foster youth.

Caregivers receive a $50 gift card for participating in the survey.

Did PILOT testing with immersion site directors, CASA advocates and DCFS administrators. Got feedback regarding the survey.

Girish Deshpande. A Pediatric Patient with Thrombotic Thrombocytopenic Purpura associated with COVID-19.

Didn’t tell us the age of the youth or if the youth had given consent or assent. Need some type of assent or consent of the youth. Would like to see that no personal information should be shared. How are they going to protect the identity of the youth.

Publication should be done under a pseudonym. Patient needs to be de-identified. Do not include any personal identifying information.

Amy Dworsky. CQI Activities for the Implementation of HFS and PAT under Family First – Amendment.

Adding a survey and redcaps to DCFS and POS intact caseworkers who refer. Home visitors that have caseloads including child welfare involved.

Shannon Kugley. DCFS LifeSet Evaluation Phase I - Amendment

Using data from national clearinghouse.

MOTION: Robin LaSota motioned to approve the proposal.

Melanie Nadon. The Nexus of Poverty, Place, Race and Bureaucracy: A Multi-Method, Multi-Level Examination of Child Welfare Investigations.

How do you keep confidential information that was collected during these conversations?

What is she observing for? Interested in the experience of front line workers and helping families. Is the research assumption that we are dealing with predominantly poverty issues, minority populations and racial issues?

Destroying records after 3 years. Doesn’t involve any family information, just opinions and ideas. Very ambitious research proposal.

Linda Schwartz. Trauma Treatment Program: Increasing Trauma Services for Youth through Community Based Interventions and Training.

Just looking for an extension to the end date.
