Gov. Pritzker Announces Three Appointments to Boards and Commissions

Illinois Workforce Innovation Board 

Donna Dorsey will serve as a member of the Illinois Workforce Innovation Board.* Dorsey has over twenty-five years of experience working in human resources. She currently serves as the Executive Vice President and Chief People and Culture Officer for Navistar Inc., where she leads over 200 human resources professionals to drive strategic investment in Navistar's global programs, processes, and tools. Prior to this role, her strategic advisement to senior management and compassionate mentorship allowed her to thrive as the Vice President of Human Resources for Business Operations, Product Development with the Navistar Financial Corporation. Prior to her time with Navistar, Dorsey worked for Sears, Roebuck & Co as well as the American Hospital Association. She continues to empower her community, serving as a member and board director for Junior Achievement of Chicago, Empowering Women Network, and Human Resources Management Association of Chicago. Dorsey received a Bachelor of Arts in political science from Rutgers University, and a Juris Doctorate from Chicago-Kent College of Law at the Illinois Institute of Technology.

Public Administrator and Public Guardian

Michelle Coady-Carter will continue to serve as Public Administrator and Public Guardian of Christian County and will serve in the role for Calhoun and Menard County.* Coady-Carter has owned her current practice for 17 years and specializes in estate planning, guardianship, adoption, juvenile, and family law. She also serves as a court-appointed mediator and guardian ad litem. In addition to practicing in state court, Coady-Carter is also authorized to practice in federal jurisdictions including the Illinois Northern, Central, and Southern District Courts. Coady-Carter has been a Public Administrator and Public Guardian since 2019. She obtained her undergraduate degree from Southern Illinois University, Edwardsville, and obtained her Juris Doctorate from the University of Missouri-Colombia School of Law.

Workers' Compensation Medical Fee Advisory Board

Michael Macellaio will continue to serve as a member of the Workers' Compensation Medical Fee Advisory Board.* Macellaio has dedicated his career to supporting working families. He currently serves as President for Chicago and Cook County Building & Construction Trades Council, which is associated with the Chicago Federation of Labor and AFL-CIO. He oversees and ensures safety, fair wages, and work for members of the council. Prior to this, he was the Director of Government Affairs for the Laborer's District Council of Chicago and Vicinity LECET. Macellaio also served the State of Illinois as a Labor Liaison and Prevailing Wage Officer. He volunteers and has co-founded an event that benefits disabled students at Park Lawn. Macellaio received degrees from Moraine Valley Community College and University of Illinois Urbana-Champaign.
