Open Session

Welcome/Introduction

Shea Kamp called the meeting to order at 10:07 a.m. and welcomed everyone to the meeting. New General Public Representative Mariann Jordan was introduced and welcomed to the Board. Marjorie Moore informed everyone that discussions are underway for Illinois state agency advisory groups to hold meetings in-person to comply with the Open Meetings Act. Shelia Riley asked that the CWEL Board’s independent statutory authority in the Children and Family Services Act to hold meetings in person, by phone, or virtually be considered as discussions proceed. Marjorie Moore responded that she would pass the information along to the decision-makers.

Status on General Public Vacancy

Shelia Riley stated that the Board currently has eight (8) of the nine (9) required Board members and gave a status report on the posting to fill the remaining General Public vacancy. Shelia Riley stated that the General Public vacancy announcement was posted 5/12/2023 and ends 6/12/2023. The CWEL Office will schedule a short, interim Board Meeting to consider the applications and identify those whom the Board would like to interview. Shelia Riley further stated that the CWEL Office will provide a list of the applicants and applications to the CWEL Board soon after the posting ends and before the meeting for review.

Approval of Minutes

Minutes from the 3/27/2023 meeting Open Session were introduced. Shea Kamp moved to accept the Minutes. LaTasha Roberson-Guifarro seconded the motion. The motion was properly moved and seconded. Vote was taken: Unanimous. Motion carried. Minutes from the 3/27/2023 meeting Open Session are approved.

Minutes from the 3/27/2023 meeting Closed Session were introduced. Shea Kamp moved to accept the Minutes. Mariann Jordan seconded the motion. The motion was properly moved and seconded. Vote was taken: Unanimous. Motion carried. Minutes from the 3/27/2023 meeting Closed Session are approved.

Minutes from the 5/9/2023 meeting Open Session were introduced. Shea Kamp moved to accept the Minutes. Latasha Roberson-Guifarro seconded the motion. The motion was properly moved and seconded. Vote was taken: Unanimous. Motion carried. Minutes from the 5/9/2023 meeting Open Session are approved.

Minutes from the 5/9/2023 meeting Closed Session were introduced. Shea Kamp moved to accept the Minutes. Mariann Jordan seconded the motion. The motion was properly moved and seconded. Vote was taken: Unanimous. Motion carried. Minutes from the 5/9/2023 meeting Closed Session are approved.

Shelia Riley informed everyone that they will be receiving copies of CWEL Board closed session minutes for review “to determine and report in Open Session that (1) the need for confidentiality still exists as to all or part of those minutes or (2) that the minutes or portions thereof no longer require confidential treatment and are available for public inspection” pursuant to the OMA, 5 ILCS 120/2.06 (d), over the over the next 3-4 weeks.

Shelia Riley indicated that all CWEL Board information, documents, and invites are sent to illinois.gov e mail addresses for confidentiality reasons, except for the accredited university faculty and general public representatives, and requested Marjorie Moore’s assistance in acquiring illinois.gov e-mail addresses for them as well. Marjorie Moore responded that she would provide the requested assistance. The use of illinois.gov e-mail addresses was further discussed. Alnita Myles recommended that members check their illinois.gov e-mail addresses at least every 14 days to prevent automatic deactivation. Brenda Coble Lindsey, Anne Elizabeth Glassgow, and Mariann Jordan requested that meeting invites be sent to both their business and illinois.gov e-mail addresses to ensure that they were not inadvertently overlooked. Shelia Riley agreed to do so.

Shelia Riley called for a motion to go into Closed Session. Shea Kamp moved for the meeting to go into Closed Session. Motion seconded by LaTasha Roberson-Guifarro. The motion was properly moved and seconded. Vote: Unanimous. Motion carried. Meeting went into Closed Session at 10:29 a.m..

Meeting is Closed.

Shea Kamp moved for the meeting to return to Open Session. Brenda Coble Lindsey seconded the motion. The motion was properly moved and seconded. Vote was taken: Unanimous. Motion carried. The meeting returned to Open Session at 11:06 a.m..

Shea Kamp reminded Board members that they needed to complete the Open Meetings Act training provided by the Illinois Office of the Attorney General within 90 days of joining the Board. Participants then discussed how to access the Open Meetings Act training.

The meeting adjourned at 11:13 a.m.
