2. American Rescue Plan Act
New Designation
The Budget Committee designated $50,000 in SFY23-24 American Rescue Plan Act (ARPA) funds to West Chicago Elementary School District 33 to support a contract with Youth Guidance to implement its Becoming A Man (BAM) program. The program will serve young men in 6th to 8th grades. The Youth Guidance program model helps students break cycles of violence, overcome life and academic obstacles, make positive choices, and remain on track for future success.
3. Illinois Family Violence Coordinating Councils
New Designations
The Budget Committee designated $375,400 in SFY24 Illinois Family Violence Coordinating Council funds to support local family violence coordinating councils that offer local forums to share and discuss information promoting a coordinated response to family violence in communities, as described in the table below.

4. Safe from the Start

The Budget Committee designated $994,000 in SFY24 Safe from the Start funds to assist in the development, implementation, and evaluation of comprehensive and coordinated community-based models to identify, assess, and serve children, primarily ages 0 to 5, who have been exposed to violence in their home and/or community, as described in the table below.

5. Violent Crime Witness Protection Program
New Notice of Funding Opportunity
The Budget Committee set aside up to $30 million in SFY24 Violent Crime Witness Protection Program funding to support a notice of funding opportunity (NOFO). $1.5 million will be reserved for administrative purposes pursuant to the statute (Public Act 102-0756, (725 ILCS 173/ 1-25)). There will be $28.5 million that will support the NOFO. The NOFO will offer two funding tracks:
Track I: Up to $10 million will be available to be requested to support the relocation of witnesses, victims, and appropriately related persons supporting the prosecution of violent crime. The OAG, state’s attorneys’ offices, and chief executive of a police agency are eligible for this funding.
Track II: Up to $18.5 million will be made available to be requested by local law enforcement agencies to establish local violent crime witness protection programs that support the relocation of witnesses, victims, and appropriately related persons supporting the prosecution of a violent crime.
Staff anticipates releasing this NOFO in August 2023. NOFO releases are contingent upon Joint Committee on Administrative Rules review and approval. Programs resulting from this funding opportunity will have a performance period of September 1, 2023, to June 30, 2024.
6. Improving Reentry Education and Employment Outcomes
The Budget Committee approved an adjustment of an existing $264,100 FFY22 Improving Reentry Education and Employment Outcomes (IREEO) designation to the Adler University Access to Higher Education in Prison Program by increasing the designation by $1,125 for a revised total designation of $265,225. Adler University will use the additional funds to support personnel costs for facilitating the courses.
7. Death Penalty Abolition Fund
New Designations
The Budget Committee designated $1,163,526 in SFY24 Death Penalty Abolition Act (DPA) funds to be used for services for families of victims of homicide or murder and for training of law enforcement personnel, as described in the table below.

8. National Forensic Sciences Improvement Act

9. Justice Assistance Grants
Designation Reduction
The Budget Committee acted to reduce the FFY19 Justice Assistance Grants (JAG) designation to the Crime Strategy Analysis and Evaluation (CSAE) program from $791,667 to $755,886.
Designation Adjustment
The Budget Committee designated $35,781 in lapsing FFY19 JAG funds to extend Winnebago County’s Violent Crime Reduction in Illinois Communities grant program operations through September 2023.
New Designation
The Budget Committee designated $633,334 in FFY21 JAG funds to the Illinois Criminal Justice Information Authority (ICJIA) to support its Crime Strategy Analysis and Evaluation Program for an eight-month period.
10. Violence Against Women Act – Sexual Assault Services Programs New Designation
The Budget Committee designated $612,528 in Violence Against Women Act / Sexual Assault Services Programs (VAWA SASP) FFY22 funds and $157,987 in future VAWA SASP FFY23 funds to the Illinois Coalition Against Sexual Assault to serve as a lead entity and offers services to victims of sexual assault.

New Notice of Funding Opportunity
The Budget Committee designated $2,547,814 million in available VOCA funds to issue a NOFO in the second quarter of 2023 for the Trauma Recovery Center Service for Victims of Crime Program. Designation recommendations resulting from this funding opportunity will be presented at the August 17, 2023, Budget Committee meeting. This NOFO will support comprehensive mental health and case management services through TRC model implementation. The TRC model serves victims of violent crime and their families in underserved communities with high levels of violence.
Public Comment
Todd Shackelford, representing the Advocacy Network for Children in Quincy, Illinois, said that he urged ICJIA to funnel its allocation of VOCA funds for court-appointed special advocate (CASA) programs to the Illinois Association of Court Appointed Special Advocates (AICASA). IACASA distributes funds to all accredited court appointed special advocate programs in Illinois. Currently, ICJIA only funds a fraction of the CASA programs in Illinois. Funding would be more effective if it was channeled through the IACASA and subject to their funding formula.
Under the Authority’s administrative rules, members shall be notified of all motions passed by a particular committee within 5 business days of any committee meeting, or prior to the next meeting of that committee, or before the next meeting of the Authority, whichever is sooner. Within 10 business days of this notice, a special meeting may be convened upon the request of 5 Authority members to discuss any action taken by a committee and to supersede the action. 2 Ill. Admin. Code 1750.340(i).
