Welcome/Introduction

Shea Kamp called the meeting to order at 2:04 p.m. and welcomed everyone to the meeting.

Review of Applicants for Public/Private Not For Profit Vacancy December 13, 2023-January 15, 2024

Shelia Riley stated that the applications and resumes received in response to the December 13, 2023- January 15, 2024 CWEL Board Public/Private Not For Profit vacancy announcement created by Monica Badiano’s resignation were provided 1/16/2024. The posting closed 1/15/2024, which was a State Holiday. Copies of the Announcement and a chart reflecting each applicant’s area of employment and the date the application materials were received were also provided to the Board.

Shelia Riley added that this matter was previously before the Board on 1/16/2024 and the Board tabled consideration of the applications until the next Board meeting because of the short time between when the posting closed (1/15/2024), the date of the Board meeting (1/16/2024), and when the Board received the materials (1/16/2024), which resulted in the Board having insufficient time to review the applications and resumes received to determine next steps. Alicia Bradley Richardson resigned from the Board on 1/25/2024 so there are now two Public/Private Not For Profit Vacancies to fill.

There are nine (9) applicants and all of the applications and resumes received were forwarded to the Board. OLPD did not make eligibility determinations or otherwise remove any applicant from consideration. All of the applications received were timely.

Shelia Riley further stated that, as a reminder, the Children and Family Services Act, 20 ILCS 505/5d (b) requires that Public/Private Not For Profit representatives be (1) a licensed professional from the field of human services; (2) with a human services, juris doctor, medical, public administration, or other relevant human services degree; (3) be currently employed in the public or private not for profit sector and (4) who are in good standing within their profession pursuant to DCFS Rule 412.30 c) and the Children and Family Services Act, 20 ILCS 505/5d (b).

Shelia Riley stated that the CWEL Office had verified via the DCFS Virtual Training Center/Learning Development Center, Illinois Department of Financial and Professional Regulation, and Attorney Registration and Disciplinary Commission that the professional licenses of the applicants were in good standing. Shelia Riley added that the applications are before the Board today for review and the Board’s determination of next steps. The Board has the options of (1) requesting that the CWEL Office schedule interviews for specific candidates or (2) the vacancy announcement be re-posted.

Prior to the Board reviewing and discussing the applications and resumes, Shea Kamp informed those present that she had an unexpected emergency that required her immediate attention and, as a result, she had to leave the meeting.

Shea Kamp left the meeting at 2:10 p.m.

After discussion, the Board decided to end the meeting because Shea Kamp’s absence eliminated the quorum necessary for the Board to transact business and scheduled a Board Meeting for 2/9/2024, 4:00 p.m.-5:00 p.m.

Meeting adjourned at 2:18 p.m.
