Illinois Educational Labor Relations Board met July 17.

Here are the minutes provided by the board:

I. PRESENT

Chairman Lara Shayne (Chicago); Board Member Steve Grossman (Chicago); Board Member Michelle Ishmael (Springfield); Board Member Chad Hays (Springfield). General Counsel Ellen Strizak (Chicago); Executive Director Victor Blackwell (Chicago); Staff Member Meredith Dean (Springfield); Staff Member Cathy Banks (Chicago).

II. OPENING STATEMENT AND BOARD MEMBER ATTENDANCE

Chairman Shayne made a statement regarding the meeting venue then took attendance. All Board Members present.

III. APPROVAL OF MINUTES

Chairman Shayne called for a motion to approve the minutes from the open session of the June 18, 2024, Board Meeting. Board Member Hays so moved. Board Member Grossman seconded. The Board passed the motion unanimously by roll call vote.

Chairman Shayne called for a motion to approve the minutes from the closed session of the June 18, 2024, Board Meeting. Board Member Ishmael so moved. Board Member Hays seconded. The Board passed the motion unanimously by roll call vote.

IV. CASES

Tucker/Patoka CUSD 100, Case No. 2023-CA-0047-C & 2024-CA-0001-C Chairman Shayne called the case. The case is before the Board on exceptions to an Executive Director’s Recommended Decision and Order dismissing the unfair labor practice charge. General Counsel Strizak presented a memo on the case and recommended that the Board affirm the EDRDO. Chairman Shayne directed the General Counsel to draft an opinion and order consistent with her memo.

Naylor/West Suburban Teachers Union L571, IFT-AFT, AFL-CIO, 2024- CB-0007-C

Chairman Shayne called the case. The case is before the Board on exceptions to an Executive Director’s Recommended Decision and Order dismissing the unfair labor practice charge. General Counsel Strizak presented a memo on the case and recommended that the Board affirm the EDRDO. Chairman Shayne directed the General Counsel to draft an opinion and order consistent with her memo.

Cook Cty. Col. Tchrs. Union, L 1600, IFT-AFT, AFL-CIO/South Sub. Col., Dist. 510, 2024-CA-0060-C (Injunctive Relief Request)

Chairman Shayne called the case. This case is before the Board on a request to pursue injunctive relief. General Counsel Strizak drafted an Opinion and Order based on the discussion during last month’s meeting. Chairman Shayne called for a motion for the Board to adopt and issue the draft Opinion and Order. Board Member Grossman so moved, and Board Member Ishmael seconded the motion. The Board voted to issue the Opinion and Order unanimously and the motion passed by roll call vote.

Hweih/Evanston Skokie SD 65, 2023-CA-0045-C

Chairman Shayne called the case. The case is before the Board on exceptions to an Executive Director’s Recommended Decision and Order dismissing the unfair labor practice charge. General Counsel Strizak drafted an Opinion and Order based on the discussion during last month’s meeting. Chairman Shayne called for a motion for the Board to adopt and issue the draft Opinion and Order. Board Member Hays so moved, and Board Member Ishmael seconded the motion. The Board voted to issue the Opinion and Order unanimously and the motion passed by roll call vote.

Hweih/District 65 Educators Council, IEA-NEA, 2023-CB-0013-C

Chairman Shayne called the case. The case is before the Board on exceptions to an Executive Director’s Recommended Decision and Order dismissing the unfair labor practice charge. General Counsel Strizak drafted an Opinion and Order based on the discussion during last month’s meeting. Chairman Shayne called for a motion for the Board to adopt and issue the draft Opinion and Order. Board Member Ishmael so moved, and Board Member Grossman seconded the motion. The Board voted to issue the Opinion and Order unanimously and the motion passed by roll call vote.

Ditch/Naperville CUSD 203, 2024-CA-0024-C, 2024-CA-0019-C

Chairman Shayne called the cases. These cases are before the Board on exceptions to Executive Director’s Recommended Decision and Orders dismissing the unfair labor practice charges. General Counsel Strizak drafted an Opinion and Order based on the discussion during last month’s meeting. Chairman Shayne called for a motion for the Board to adopt and issue the draft Opinion and Order. Board Member Ishmael so moved, and Board Member Hays seconded the motion. The Board voted to issue the Opinion and Order unanimously and the motion passed by roll call vote.

V. FINAL ORDER CASES

Mount Prospect School District 37/Professional Association, IEA-NEA, 2024-UC-0026-C

This case is before the Board on an unappealed Executive Director’s Recommended Decision and Order. General Counsel Strizak presented the case. Chairman Shayne called for a motion for the Board not to take the case up on its own motion and to issue a final order. Board Member Grossman so moved, and Board Member Ishmael seconded the motion. The Board voted unanimously, and the motion passed by roll call vote not to take the case up on its own motion and to issue a final order.

Northbrook Glenview Sch. Dist. 30/District 30 Northbrook Educ. Ass’n, IEA-NEA, 2024-AC-0003-C

This case is before the Board on an unappealed Executive Director’s Recommended Decision and Order. General Counsel Strizak presented the case. Chairman Shayne called for a motion for the Board not to take the case up on its own motion and to issue a final order. Board Member Ishmael so moved, and Board Member Grossman seconded the motion. The Board voted unanimously, and the motion passed by roll call vote not to take the case up on its own motion and to issue a final order.

VI. PUBLIC COMMENT

VII. BUDGET/FISCAL

Staff Member Meredith Dean presented budget and fiscal information.

VIII. CASE STATUS REPORT

Executive Director Blackwell presented information from the case status report.

IX. STRIKE REPORT UPDATE

Executive Director Blackwell reported current strike activity to the Board.

X. LEGISLATIVE UPDATE

General Counsel Strizak reported that House Bill 5324 had been sent to the Governor and was awaiting his signature.

XI. LITIGATION UPDATE

General Counsel Strizak provided an update on appellate court matters.

XII. AGENCY OPERATIONS

Executive Director Blackwell and Staff Member Cathy Banks presented information concerning hiring to fill vacant IELRB staff positions. Board Member Grossman and Executive Director Blackwell presented information on the agency’s progress in getting the new database in place.

XIII. ADJOURN

The Board did not go into closed session. Chairman Shayne called for a motion to adjourn the meeting. Board Member Hays so moved, and Board Member Grossman seconded the motion. The Board voted unanimously by roll call vote to adjourn the meeting, the motion passed, and the meeting was adjourned.
