The Illinois Department of Natural Resources (IDNR) has committed over $1.4 million to assist the Village of Dieterich in Effingham County with acquiring and demolishing flood-damaged properties. The funding, part of IDNR's Flood Hazard Mitigation Program, aims to cover approved costs for buying out buildings on 11 lots across Vine, Section, Maple, and Center streets.
The eastern section of Dieterich, lacking a storm sewer system and intersected by Dieterich Creek, experienced significant flooding during heavy rainfall in August 2022. This area has been prone to flooding since 2000. Following the acquisition and demolition of these properties, deed restrictions will prevent new structures from being erected on these sites.
"IDNR is pleased to be able to assist the Village of Dieterich with helping residents whose lives were upended by flooding," stated IDNR Director Natalie Phelps Finnie. She emphasized the importance of breaking cycles that lead to rebuilding in flood-prone areas as storms become more frequent and intense.
Studies indicate that flood acquisition projects can save $6 for every dollar spent. Once demolished, the land may be repurposed into green spaces like parks or trails for community use.
Dieterich Village President Brad Hardiek expressed gratitude: "We are thankful for the support of State Sen. Chapin Rose, State Rep. Adam Niemerg, and IDNR for this significant program." He acknowledged the relief it brings to affected residents.
The estimated total cost for this project is $1,404,000. This includes expenses related to acquisition, asbestos abatement, demolition and clearance work, reshaping properties safely, as well as transaction costs such as title commitments and attorney fees.
