Illinois clarifies tax obligations for parking booking intermediaries

Effective January 1, 2024, Public Act 103-0009 introduces amendments to the Parking Excise Tax Act. These changes clarify the responsibilities of booking intermediaries in relation to collecting and remitting the parking excise tax.

Under the new regulations, booking intermediaries are required to register with the Illinois Department of Revenue (IDOR) if they engage in certain activities. Specifically, these entities must register if they facilitate renting parking spaces for operators who are not registered or if they charge a service fee that is stated separately to their customers.

Once registered, booking intermediaries are obligated to collect the tax, file returns, and remit it to IDOR.
