Governor JB Pritzker announced leadership transitions in several state agencies, effective at the end of 2023. Theresa Eagleson will step down as Director of the Department of Healthcare and Family Services (HFS). Lizzy Whitehorn, currently First Assistant Deputy Governor for Health and Human Services, has been appointed to succeed her starting January 1, 2024, pending Senate confirmation.
Paula Basta, Director of the Illinois Department on Aging (IDoA), and Marc D. Smith, Director of the Illinois Department of Children and Family Services (DCFS), will also transition out at year-end. Camile Lindsay is appointed as Acting Director of Professional Regulation at the Illinois Department of Financial and Professional Regulation (IDFPR), awaiting confirmation.
Governor Pritzker praised their contributions: "Theresa, Paula, and Marc reflect the best of state government—people who have sacrificed to help millions of constituents through their dedication to service."
Eagleson led HFS since January 2019 and initiated several programs aimed at reducing disparities in healthcare. She stated: "Serving the people of Illinois...drives me every day."
Basta's tenure saw IDoA navigate challenges posed by COVID-19 while launching initiatives like Illinois Care Connections. She expressed gratitude: "It has been a privilege to serve Governor Pritzker's administration."
Smith's leadership focused on building a robust child welfare system. He commented: "As someone who has spent my entire career committed to improving the child welfare system - I am incredibly proud of the profound progress we have made."
Whitehorn led efforts during the COVID-19 pandemic as part of her role since 2019. She looks forward to continuing work with HFS: "I'm honored to continue this work at HFS..."
Lindsay highlighted her future goals for IDFPR: "I look forward to building upon the successes achieved at IDFPR..."
