IDOT, local officials, and community leaders gathered on October 25 to celebrate the near completion of the $98.8 million reconstruction of the Interstate 39 and U.S. 20 interchange in Rockford. This project is part of Governor JB Pritzker’s Rebuild Illinois capital program, aimed at enhancing infrastructure across the state.
Governor Pritzker stated, “Through Rebuild Illinois, my administration continues to deliver on its promise to modernize our state’s infrastructure and enhance the quality of life for our communities.” He added that the new interchange will improve safety and traffic flow while boosting economic growth in the Rockford area.
The project commenced in summer 2023 and includes five new or reconstructed bridges. The newly aligned ramps feature longer lanes and wider shoulders, which are expected to increase capacity and improve traffic flow.
Illinois Transportation Secretary Omer Osman commented, “The rebuilt interchange, combined with other investments made to I-39 through Rebuild Illinois, greatly improves the movement of people, goods and commerce.” He emphasized that under Governor Pritzker's leadership, infrastructure across Illinois is being modernized.
Traffic has already been shifted to the new northbound and southbound ramps on I-39. Paving work on U.S. 20 is nearing completion with all construction expected to conclude by the end of November, weather permitting. Drivers are advised to remain cautious in the work zone.
This interchange is part of a broader $302 million multiyear initiative aimed at improving I-39 between U.S. 20/Harrison Avenue interchange and Blackhawk Road. A significant aspect started this year involves converting the Harrison Avenue/U.S. 20 and I-39 interchange into a diverging diamond design.
Additional improvements include expanding I-39 from four to six lanes between U.S. 20 and Harrison Avenue, replacing several bridges along this corridor, expanding U.S. 20 at Mill Road from four to six lanes, and replacing bridges over Kishwaukee River with wider structures. All projects are projected for completion by late 2027.
