New services for pregnant and postpartum individuals enrolled in Illinois Medicaid are now available, expanding maternal and child health coverage. Certified doulas provide support throughout pregnancy, birth, and postpartum to improve health outcomes. Lactation consultants offer breastfeeding education and support.
Governor JB Pritzker emphasized the state's commitment: "Here in Illinois, we're committed to ensuring every mother, regardless of race, income, or zip code, has access to the care they deserve." Lt. Governor Juliana Stratton added that expanding Medicaid is an investment in public health.
Acting HFS Director Elizabeth M. Whitehorn highlighted that this expansion strengthens healthcare equity: "This new coverage will continue to strengthen maternal and child healthcare in Illinois and improve equity."
The initiative addresses racial disparities documented by IDPH's recent report. Dr. Sameer Vohra noted that increasing access to maternal supports like doulas improves outcomes for Medicaid recipients.
Medicaid covers lactation consultant services through infant weaning and includes various assessments and counseling sessions. Doula services cover the perinatal period up to one year postpartum with a range of supports.
House Majority Leader Robyn Gabel acknowledged challenges faced by mothers of color: "Illinois has taken major steps to address the challenges mothers face...ensuring everyone can choose a birth plan that works for them."
State Senate Assistant Majority Leader Mattie Hunter stated: "Doulas and lactation consultants provide vital support that helps improve the overall health of mothers and their babies."
House Assistant Majority Leader Camille Lilly expressed appreciation for efforts toward equitable care: "It's critical that we complement and build on this progress...especially [for] the most vulnerable women in Illinois."
State Sen. Cristina Castro noted that coverage could be a lifeline for at-risk women: "Having doula and lactation services covered through Medicaid can be a lifeline for women at risk of complications."
Illinois issued a standing recommendation allowing Medicaid customers access without physician referrals. Mekazin Alexander from BA NIA Inc. commended HFS's efforts towards culturally congruent services.
Tayo Mbande from Chicago Birth Works called it a step towards inclusive healthcare: "Medicaid expansion towards doula support...is a step towards a more inclusive...healthcare landscape."
Lactation consultants must meet certification requirements as IBCLC, CLC, or CLS to enroll as providers. Doulas require certification via the Illinois Medicaid-Certified Doula Program developed with SIU School of Medicine.
The Medicaid Technical Assistance Center offers training and support for these new provider types through live sessions, on-demand resources, phone calls, or emails.
