I. Mary Ratliff, Chair, welcomed members to the meeting. 

II. Call to Order and Roll Call

• Chair Mary Ratliff called the meeting to order at 12:04 PM and Kelly Pasholk conducted roll call and announced that quorum was not met.

III. Old Business

• Approval of the minutes from the June 5, 2024, August 7, 2024, and October 2, 2024, was postponed due to lack of quorum.

IV. New Business

• Past Presentation Review – Mary facilitated an activity to review and discuss key findings from past presentations, including:

• Community Supervision Strategies for IL

• April 3, 2024, meeting

• Nicole Bockhorn, Supervisor, Winnebago County Adult Probation

• Probation/Parole Strategies to Disarm Domestic Violence Offenders

• June 5, 2024, meeting

• Jennifer Waindle, Project Director, National Center on Improving Community Supervision Responses

• Domestic Violence & Firearms

• August 7, 2024, meeting

• Jennifer Becker, Esq., Project Director, National Resource Center on Domestic Violence & Firearms

• The Regional Domestic Violence Firearms Enforcement Unit - Seattle & King County, WA

• October 2, 2024, meeting

• Sandra Shanahan, Program Manager, The Regional Domestic Violence Firearms Enforcement Unit - Seattle & King County, WA

• Discussion: Members noted the importance of ongoing funding to support initiatives, as well as the necessity of clear communication/training about processes to ensure consistent implementation of initiatives (particularly firearms relinquishment) statewide.

Karina’s Bill would help to provide clarification.

• Report Outline Discussion – Chair Mary Ratliff shared an outline of the Task Force Report and provided an opportunity for members to provide input. Mary noted that ICJIA staff will continue to work on the draft and will share it with task force members to review in upcoming meetings with a goal of approving the report in March.

Next Meeting:

• The next task force meeting will be held on Friday, December 6, 2024, 12:00 - 1:30 pm.
