AGENDA

I. Welcome & Roll Call (10:00am)

• Senator Halpin welcomed everyone and asked Dawn English to take roll call.

• Dawn announced quorum was present.

II. Old Business

• A vote for approval was conducted to pass the Bylaws and March 10th Meeting Minutes

• No additions to Bylaws were made, Andy Boswell motions and Matthew Coates second, vote for approval passed.

• Minutes were voted on, Matthew motions and Representative Gregg Johnson seconds, vote for approval passed.

III. New Business

• Vincent Sarna from ICJIA presented on the findings of the task force survey.

• Common outcomes for the task force were: Focusing on a treatment-based model, Housing Stability, and Access of mental health services (please see finished form for full list.

• Common reasons for these outcomes: Focusing on rehabilitation of participants/addressing their needs, Financial Issues, Lack of Access to Resources, Setting up Participants for success services (please see finished form for full list).

• Whiteboard presentation on Task Forces thoughts on these outcomes:

• Discussion via whiteboard on: substance usage affecting right state of mind, pretrial practices/changes, harm reduction, connections to pre-entry supports, residency access, and pre-trail act changes

• Common obstacles for the task force to consider: Funding and Public opinion.

• Common reason for these obstacles: resistance to change and legislative issues.

• Discussion via whiteboard on: education, resistance to change, evidence-based and trauma-informed approaches, differences amongst counties, and building up Illinois’ services to shift the country away from punitive culture

• Final thoughts: focusing on actionable results and identifying what is working and not working

• Discussed possible working groups

• Volunteers included: Andy Boswell, Dan Hunt, Jeff Ford, Mark Shaner, Morgan Cornette, Alicia Gomez, Teny Gross, Gina Smith, and Shay Meredith

• Discussed possible presenters: Scott County, Vera French MH Davenport or the social worker program from Davenport PD CIT, Office of Statewide Pre-trial Services.

• Discussed possible additional presentations on: Learning about criminal justice/behavioral health coordinating councils; deflection initiatives; crisis stabilization units; co-responder models.

IV. Public Comment

• Senator Halpin announced it was time for public comment; however, there was no public comment

V. Adjourn

• Senator Halpin announced the meeting can come to an end and asks for motion to adjourn. Andy motions and Shay Meredith seconds. Dawn conducts a vote and the motion to adjourn passes.
