Illinois Guardianship and Advocacy Commission Human Rights Authority Met Nov. 24.

The regularly scheduled meeting of the Human Rights Authority, Springfield Region was called to order at 5:32 p.m. by the Springfield Region Chair, Tara Dunning.
It was determined that a quorum was present and that business could be conducted. Lisa read the confidentiality statement.
Minutes: Lisa moved to accept the October 27, 2020 open and closed session minutes. Jay seconded and the motion carried.

New complaints:
21-050-9004 A patient’s right to private mail has been restricted, allegedly for sending threatening mail to a senator which he states he did not do. Jay moved to accept the complaint for investigation, Janet seconded and the motion carried.
21-050-9005 A patient has not been allowed to keep snack items that his mother sent and he is assaulted by another patient and the facility does nothing about it. He was also given an injection for complaining about the other patient. Diana moved to table acceptance pending receipt of a release. Lisa seconded and the motion carried.
UNFINISHED BUSINESS
At 6:01 p.m., Jay moved to enter the executive/closed session pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2) at 6:01 p.m. Lisa seconded and the motion carried. The purpose of the closed session was for discussion on any case assignments, case progress, draft reports, responses and case closures (20-050-9010, 9015; 21-050-9004). The HRA returned to open session at 6:18 p.m., having taken no votes in the closed session.
Reports for acceptance:
20-050-9015 (Memorial Medical Center) The HRA was satisfied with the report and unsubstantiated findings. Jay moved to accept the report and issue. Lisa seconded and the motion carried.
Accept responses, close and publish:
20-050-9010 (McFarland MHC) The HRA was satisfied with the response to the findings. Jay moved to accept the response, close and publish the case. Lisa seconded and the motion carried.
Other unfinished business, announcements and comments:
The 2021 meeting schedule was approved.
The next meeting is January 26, 2020.
