Call to Order:

Chairperson, Teri Steinberg, called the regular monthly meeting of the Human Rights Authority, North Suburban Region, to order at 4:04 p.m.

Members Present: Teri Steinberg, Kori Larson, Kim Larson and Adell Crump, Maria ReherMembers Absent/Excused: Maralea Negron

Staff Present: Jon Burnet and Mariah Balaban

Guests: None

The Chair noted that a quorum was present and that business could be conducted. Kim read the confidentiality statement.

Changes in the Agenda:

No changes were made to the agenda.

Approval of Minutes:

Minutes for meetings October 6, 2020 and November 4, 2020 were moved to approve by Kim and seconded by Kori. Board motions to approve.

New Business:

Ratifications for case acceptance: 21-100-9004 Elgin MHC – Kori motioned to approve case acceptance, seconded by Kim, board motions to accept case.

Ratifications for report approval/issuance: 20-100-9019 - Adell motioned to accept report for 21-100-9019, seconded by Maria.

Ratifications for case closures: 21-100-9016 Elgin MHC – Kori motioned to approve case closed/published, seconded by Kim, board motions to close/publish case.

New Complaints:

21-100-9006 is of a 14 year-old female consumer given medications without parent’s consent, was placed on telephone restrictions immediately after admission and the parent has been excluded from the treatment team planning. Kori motioned to table acceptance - the release needs to be completed/submitted. Adell seconded, motion passed.

21-100-9007 is a complaint that Elgin MHC consumer have access to drinking water since fountains are closed due to Covid. Elgin MHC indicated to Jon that water is available at the nurse’s station 24/7. Kori motioned not to accept complaint, Adell seconded, motion passed.

Other Business: Jon presented the 2021 meeting schedule. The board motioned to approve schedule.

New case assignment: Case 21-100-9004 was carried from the November meeting and was assigned to Teri. Jon and Mariah will be acquiring medical records.

Pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2) Adell moved to open the Executive Session at 4:19pm. Maria seconded and the motion was carried.

Next Meeting: February 2, 2020 – IGAC/Webex.

Adjournment:

Adell made a motion to adjourn the meeting. Kori seconded. The meeting was adjourned at 4:27 p.m. by the Chairperson.
