Illinois Guardianship and Advocacy Commission Human Rights Authority met Nov. 17.

Here is the minutes provided by the authority:

PRESENT: Dave Bannon, Sang Capone (co-chair), Kacie Terranova, Dr. Wade, Brett Williams

ABSENT: Dave Carlson, Colleen Parks (chair) and Ruth Robinson

STAFF: Nicole S. Weathersby-Coordinator

GUESTS: Chief Klein and Lieutenant Parnow (DeKalb County Jail), Sue Schroeder and Chris Overton (Stepping Stones of Rockford)

The regularly scheduled meeting of the Human Rights Authority, Northwest Region was called to order at 4:06pm by the co-chair Snag Capone. Introductions and greetings were completed during the sign-in period of the meeting. A quorum was determined to be present after reviewing the WebEx chat box and appropriate business could be finalized. HRA Coordinator read the confidentiality statement.

Minutes: Executive and regular meeting minutes from October 6, 2020 were reviewed and moved for approval without corrections by Dr. Wade and seconded by Brett W., motion carried by unanimous roll call of present members.

NEW BUSINESS

Ratifications for Case Referral and Acceptance:

There were no ratifications addressed at this meeting.

New Complaint:

21-080-9004 – The complainant stated being restrained and administered an injection of psychotropic medication over their objection although they stated there was no need for medication. Complainant stated staff advised patient to shut up and would get shot anyway. During the course of the stay, was transferred to the SNU (special needs unit), although another treatment provider in the ED challenged the need for such a move. Kacie T. moved to accept, and open complaint pending receipt of consent and seconded by Dr. Wade and motion carried by unanimous roll call of present members.

21-080-9005 – The complainant stated told to leave the emergency department because staff complained of patient being loud and not wanting to be touched by security. Complainant stated complied and would wait to see a psychiatrist/mental health examiner if that’s what was needed but did not want to be man-handled by security. Complainant stated being scared of security, due to previous interactions. Complainant stated being upset after waiting for more than 15 minutes with a temperature reading of 100 degrees. During triage with nurse, complainant stated the nurse stated, “could tell security that she is frightened by patient”, due to being loud and trying to state rights. Complainant stated after being told by numerous staff and security personnel on more than one occasion, that if continued to be loud, patient would need to leave the ED. Complainant left without being seen. Dr. Wade moved to accept, and open complaint pending receipt of consent and seconded by Kacie T., and motion carried by unanimous roll call of present members.

UNFINISHED BUSINESS

Closed Session

Pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2), Ruth R. motion to enter into close session at 4:08pm and seconded by Dave C., motion carried by unanimous roll call present members. The purpose of the closed session is to discuss any case assignments, case progress, report responses and case closures (19-080-9017, 20-080-9001,20-080-9008,20-080-9010,20-080-9013,20-080-9017,20-080-9019,20-080-9025, 21-080-9002). The HRA returned to open session at 4:31pm.

Draft Reports for Acceptance:

20-080-9013 (Stepping Stones of Rockford )- Dr. Wade moved to accept the report and send to the facility for a response, seconded by Dave B., motion carried via telephone/email proxy vote.

Accept Responses, Close and Publish:

19-080-9016 (SwedishAmerican Hospital) -No response received from the facility to vote upon at the time of the meeting.

20-080-9002 (SwedishAmerican Hospital) - No response received from the facility to vote upon at the time of the meeting.

20-080-9017 (Mercy Health Javon Bea Hospital)- Dr. Wade moved to accept the facility’s non-response notice, publish the report and close the case, seconded by Dave B., motion carried via telephone/email proxy vote.

Other Unfinished Business, Announcements and Comments

Announced the need for additional volunteers for site visit set for December 23, 2020. Two additional HRA members stepped forward to volunteer and participate in site visit ( total of three committee members will be present).

Discussed proposed 2021 HRA meeting dates, there were no issues with the proposed schedule.

Adjournment

Kacie T., moved to adjourn the meeting at 5:15pm, seconded by Dr. Wade., motion carried by unanimous roll call present members and the meeting adjourned.

The next meeting will be held on Tuesday, January 2, 2021 at the IGAC Rockford Regional Office – 4302 North Main Street - Conference Room, Rockford, IL 61103 at 4:00pm.
