Illinois Guardianship and Advocacy Commission met Jan. 26.

The regularly scheduled meeting of the Human Rights Authority, Springfield Region was called to order at 5:43 p.m. by the Springfield Region Chair, Tara Dunning.
It was determined that a quorum was present and that business could be conducted. Diana read the confidentiality statement.
Minutes: Lisa moved to accept the November 24, 2020 open and closed session minutes. Jay seconded and the motion carried.

New complaints:
21-050-9005 A patient has not been allowed to keep snack items that his mother sent and he is assaulted by another patient and the facility does nothing about it. He was also given an injection for complaining about the other patient. The HRA previously tabled acceptance of the complaint pending receipt of a release, which has been received. Jay moved to accept the complaint for investigation. Lisa seconded and the motion carried.
2-050-9006 A patient has been made to take medications and blood draws without adequate reasons. Diana moved to accept the complaint for investigation. Lisa seconded and the motion carried.
UNFINISHED BUSINESS
At 5:52 p.m., Janet moved to enter the executive/closed session pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2) at 6:01 p.m. Diana seconded and the motion carried. The purpose of the closed session was for discussion on any case assignments, case progress, draft reports, responses and case closures (20-050-9006, 9015; 21-050-9003, 9004; 9005 and 9006). The HRA returned to open session at 6:12 p.m., having taken no votes in the closed session.

20-050-9006 (McFarland MHC) The HRA was satisfied with the second response to the findings, which included a revised visits policy and hours. Diana moved to accept the response, close and publish the case. Lisa seconded and the motion carried.
20-050-9015 (Memorial Hospital) A response was not required. Lisa moved to close and publish the case. Diana seconded and the motion carried.
Other unfinished business, announcements and comments:
Janet moved to keep the previous six months’ closed/executive minutes confidential. James seconded and the motion carried.
The next meeting is February 23, 2021.
