Illinois Guardianship and Advocacy Commission met Feb. 2.

Here is the minutes provided by the commission:

Call to Order: 

Chairperson, Teri Steinberg, called the regular monthly meeting of the Human Rights Authority, North  Suburban Region, to order at 4:15pm 

Members Present: Teri Steinberg, Kori Larson (at 4:40pm), Kim Larson, Maria Reher, Lea Negron Members Absent/Excused: Adell Crump 

Staff Present: Jon Burnet and Mariah Balaban 

Guests: None  

The Chair noted that a quorum was not present (at 4:15 pm Kori Larson had not yet joined the meeting) and that  only certain business could be conducted. Kim read the confidentiality statement.  

Changes in the Agenda: 

No changes were made to the agenda. 

Approval of Minutes: 

At 4:40 pm, Kori Larson joined the meeting, creating a quorum and allowing the board to vote on minutes. Teri  motioned to accept the executive session minutes from the December 2020 meeting, motioned seconded by  Kori. Board motioned to approve. Teri also motioned to maintain the confidentiality of the closed session minutes from August 2020, October 2020, and December 2020 meetings. Kori seconded the motion and the  board motioned to maintain the confidentiality of closed session minutes.  

New Business: 

New Complaints: 21-100-9008 is of a patient who was reportedly treated rudely by medical staff after tripping  and falling on the floor, and not offered any medical care for the fall. Patient was also reportedly coerced into  signing a voluntary admission without an explanation of her rights. Maria motioned to accept the case, Kim seconded the motion, the motion to accept case 21-100-9008 is approved. Lea was assigned to this case.  

Closed Session: 

The members did not move into a closed session because a quorum was not present until the end of the meeting  when Kori joined.  

20-100-9010: Jon, Mariah, and the members had a brief discussion: This case had been tabled due to the  facility's Covid-19 visitation policy -- it would have been necessary to conduct an on-site visit to address parts  of the complaint that concerned the conditions of the service environment. Lake Behavioral Health recently  moved to a brand new facility with an on-site cafeteria (food is made fresh daily) and more telephones for  patients. In light of this Jon suggested that we proceed with the case, addressing only the specific treatment  portion of the complainant. Kim will review the record and Mariah will set up a virtual site visit. 

21-100-9004: Jon, Mariah, and Teri shared about the site visit on 1/26/21. Service staff told us that the  complainant was progressing like "night and day" in the past six months, however the documentation doesn't  reflect this. Kim suggested that this might be a case of inadequate documentation and not inadequate treatment. Mariah will request the following information from the provider in writing: What is the patient's actual  treatment plan? What is the progress that this patient has made in the past six months? Why doesn't the record  reflect the patient progress?

20-100-9020: Lea motioned to accept this report without changes, Kim seconded the motion, motion carried 20-100-9019: Kim motioned to close and publish the final report., motion seconded by Lea, motion carried.  Kori joined the meeting at 4:40 pm, providing the necessary quorum.

Next Meeting: February 2, 2020 – IGAC/Webex.  

Adjournment: 

Teri made a motion to adjourn the meeting. Lea seconded. The meeting was adjourned at 4:55 p.m. by the  Chairperson.
