Illinois Guardianship and Advocacy Commission met Feb. 11.

The regular stated meeting of the Metro East Regional Human Rights Authority (HRA) was called to order at 5:09p.m., by Catherine Goebel.
This meeting was held at the Illinois Guardianship and Advocacy Commission Metro East location. HRA Members Present in person: None.
HRA Members Present via phone: Alice Devaney
HRA Members Present via video: Catherine Goebel, and Andrea Frazier
HRA Members Absent:Jamie Perkhiser, Lou Ellen Ruocco, Denise Bradley Karen Kelly and Denise Caldwell.
Guests: None
Staff Present: Jo Ann (Jodi) Russell-Baum.
INTRODUCTIONS
The coordinator and members welcomed Alice D. to the board.
Catherine Goebel recognized that a quorum was not present.
Catherine Goebel read the confidentiality statement that indicates that personally identifiable information should not be presented in public meetings in order to protect the privacy of those persons with disabilities on whose behalf the HRA conducts investigations.
Catherine Goebel asked for any changes in the agenda. Changes include no draft report to review and the board cannot do the biannual vote on the Executive Meeting Minutes due to the lack of a quorum.
MINUTES
The Open and Executive Meeting Minutes of the stated meeting of December 10, 2020 were reviewed for correction. No changes were noted.
No vote to approve minutes was taken due to the lack of a quorum.
COMMUNICATIONS
Reminder that the SPED devision of the HRA will hold trainings in the new year for any interested members.

New Complaints The HRA considered the following cases for acceptance. 21-070-9008 — memory care facility – adequate and humane care/guardian notification
Case opening was tabled at the December meeting due to the lack of ROI and POA paperwork. A letter was sent to the guardian and no reponse has been received. The HRA will follow up prior to the next meeting.

Alice Devaney made a motion to close the case. Andrea Frazier seconded the motion and the motion carried. Additional votes obtained by Denise Bradley and Karen Kelly. Case closure will be presented for ratification at the April meeting.
Other Business
ANNOUNCEMENTS, COMMENTS and ADJOURNMENT:
The HRA is in need of 1 new board member.
The HRA is looking for additional community outreach opportunities.
We will meet on April 8, 2021 at 5:00pm at Cedarhurst of Bethalto.
Members agreed to adjourn meeting at 5:44 pm.
