Illinois Guardianship and Advocacy Commission met March 2.

Call to Order:
Chairperson, Teri Steinberg, called the regular monthly meeting of the Human Rights Authority, North Suburban Region, to order at 4:03pm
Members Present: Teri Steinberg, Kori Larson, Lea Negron
Members Absent/Excused: Adell Crump, Kim Larson, Maria Reher
Staff Present: Jon Burnet and Mariah Balaban
Guests: None
The Chair noted that a quorum was not present and that only certain business could be conducted. Teri read the confidentiality statement.
Changes in the Agenda:
No changes were made to the agenda.
Approval of Minutes:
Minutes from the February 2, 2021 meeting could not be approved because a quorum was not present.
New Business:
New Complaints: 21-100-9009 is of a patient who reports that they were held in the Emergency Department for over 24 hours before being transferred to a psychiatric facility, and that their requests to view the petition were denied. The patient also complained that they were unnecessarily administered an emergency injection. Teri motioned to accept the case, Kori seconded the motion, the motion to accept case 21-100-9009 is approved. Ratification of this action and case assignment will occur at the next meeting where there is a quorum present.
Active Cases
Jon, Mariah, and the members had a brief discussion of active case status:
• 21-100-9004: The provider sent answers to follow-up questions from the site visit. Mariah will incorporate into the report.
• 21-100-9005: Mariah sent HRA availabilities for the virtual site visit to the provider, site visit has not yet been scheduled.
• 21-100-9008: Patient records have been received; additional records are being requested.
• 20-100-9018 – A virtual site visit has been scheduled.
20-100-9020: Kori motioned to close and publish the final report. Motion seconded by Lea, motion carried. Case closure will be ratified at the next meeting with a quorum present.
Closed Session:
The members did not move into a closed session because a quorum was not present.
Comments from HRA Managing Administrator, Northern Regions
Jon presented information about upcoming GAC relevant House Bills:
• House Bill 4842 – Supported Decision-Making Agreement Act, HRA initiated, supported by Rep. LaPointe. Allows an adult (principal) with Intellectual or Developmental Disabilities, who may not need a Guardian, to designate another person to act as a proxy for them in all decision-making capacities while the principal retains full decision-making control.
• House Bill 2426 – LAS initiated, amends the Mental Health and Developmental Disabilities Code to include the recipient's right to request a transfer to a different state-operated facility.
