Illinois Guardianship and Advocacy Commission Human Rights Authority, Northwest Region Met March 2.

Here is the minutes provided by the authority:

PRESENT: Dave Bannon, Sang Capone, Dave Carlson, Colleen Parks (chair), Ruth Robinson Kacie Terranova, Dr. Wade (late) and Brett Williams

ABSENT: N/A

STAFF: Nicole S. Weathersby-Coordinator Laura Hart (IGAC/HRA Special Education) Jon Burnet(left early)

The regularly scheduled meeting of the Human Rights Authority, Northwest Region was called to order at 4:04pm by the chair Colleen Parks. Introductions and greetings were completed during the sign-in period of the meeting. A quorum was determined to be present after reviewing the WebEx chat box and appropriate business could be finalized. HRA Coordinator read the confidentiality statement.

Minutes: Executive and regular meeting minutes from January 5, 2021 were reviewed and moved for approval with minimal corrections by Kacie and seconded by Ruth, motion carried by unanimous roll call of present members.

NEW BUSINESS

Special Education Presentation:

Laura Hart (Special Education Rights Manager) gave a presentation on the newly created special education division and discussed the upcoming virtual training . The training is scheduled for the months of April/May, it is open to the community (specifically anyone interested in special education matters), taking the training does not mean that you have to become an advocate for the agency. HRA members will let the Northwest DRM know of their interest and availability, which will be relayed to the special education division.

Ratifications for Case Referral and Acceptance:

There were no ratifications addressed at this meeting.

New Complaint:

21-080-9006 –The complainant went to a local community health center for an appointment in December 2020 and was harassed and mistreated by the staff and security. Complainant was advised to file a complaint while at the facility and stated would do that , but also wanted to file a complaint through the HRA. Dr. Wade moved to table until next month’s meeting, to get clarification from complainant and seconded by Brett and motion carried by unanimous roll call of present members

21-080-9007 – The complainant stated going to the emergency room for heart related issues. After arriving at the ED, once checked in, was told to wait (although stated in pain) and had difficulty staying seated. Complainant stated tried to see what was taking so long with the front desk and was repeatedly told by security to have a seat. Eventually, decided to leave the ED, without being seen. Complainant contacted patient services and filed a complaint with them (not sure of status). Dr. Wade moved to table until next month’s meeting, to get clarification from complainant and seconded by Brett and motion carried by unanimous roll call of present members.

21-080-9008 – The complainant requests a review of policy and procedures of CILA provider, specifically targeting transferring medical and treatment records. A ward was approved a transfer to a higher level of care facility and when OSG requested medical and treatment records, was instructed to contact each outside provider separately for needed records. CILA stated not able to transfer records that were not generated by their facility, to outside agency. Complaint was withdrawn by complainant.

UNFINISHED BUSINESS

Closed Session

Pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2), Dave B. motioned to enter into close session at 4:21pm and seconded by Dr. Wade, the motion was carried by unanimous roll call of present members. The purpose of the closed session is to discuss any case assignments, case progress, report responses and case closures (19-080-9017, 20-080-9008,20-080-9011,20-080-9016,20-080-9025,21-080-9004,21- 080-9005,21-080-9006,21-080-9007,21-080-9008). The HRA returned to open session at 5:11pm, via motion by Dr, Wade and seconded by Ruth, the motion was carried by unanimous roll call of present members.

Draft Reports for Acceptance:

19-080-9017 (SwedishAmerican Hospital) – HRA Committee would like to gather more information through FOID request and revisit after information received. Ruth moved to table report and seconded by Dave B.; motion carried by unanimous roll call of present members.

20-080-9008 (Robert Young Mental Health Center) – Awaiting the director approval, but committee recommended flushing out the proposed recommendation on confidentiality to be more substantial. Ruth moved to table report and seconded by Dave B.; motion carried by unanimous roll call of present members.

20-080-9016 (DeKalb County Jail )- Ruth moved to accept the report and send to the facility for a response, seconded by Dave B., motion carried by unanimous roll call of present members.

Accept Responses, Close and Publish:

20-080-9025 (Zeke Giorgi Center) -No response received from the facility to vote upon at the time of the meeting.

Other Unfinished Business, Announcements and Comments

Discussed and praised that during this time all members are present and staying safe.

Discussed HRA Ethics/Sexual Harassment Training Certificates needed by July 1, 2021 from all members.

Discussed the upcoming HRA/LAS training, scheduled for May 5, 2021 and if interested to reach out to DRM by April 30, 2021.

Adjournment

Dr. Wade, moved to adjourn the meeting at 5:23pm, motion seconded by Ruth and carried by unanimous roll call present members and the meeting adjourned.

The next meeting will be held on Tuesday, April 20, 2021 at the IGAC Rockford Regional Office – 4302 North Main Street - Conference Room, Rockford, IL 61103 at 4:00pm.
