Governor JB Pritzker and the Illinois Department of Financial and Professional Regulation (IDFPR) announced the issuance of 35 additional Conditional Adult Use Dispensing Organization Licenses, following the Social Equity Criteria Lottery (SECL) in July 2023. All 35 applicants met the social equity criteria. The list of awardees and next steps is available on IDFPR’s Adult Use Cannabis webpage. 13 more licenses are expected soon, totaling 48 new conditional licensees.
Governor JB Pritzker stated, "Today’s announcement is yet another success story for Illinois placing equity at the forefront of legalizing cannabis."
Applicants have 365 days to build their dispensary and receive final approval from IDFPR for their Adult Use Cannabis Dispensing Organization License. They can request a 180-day extension. Adult use cannabis sales can only begin with the full license.

Seven out of 55 SECL applicants did not meet criteria or could not receive a conditional license. IDFPR will contact the next applicants. There are currently 202 adult use cannabis dispensaries in Illinois, with 108 SECL applicants working towards full dispensary licenses. IDFPR will keep issuing full licenses as applicants meet criteria.
The Illinois Department of Commerce and Economic Opportunity (DCEO) closed applications for Direct Forgivable Loans for conditional license holders. Updates on loan recipients and availability will come from DCEO.
