Illinois House moves to widen prevailing-wage requirements to more projects

The Illinois House recently passed legislation to broaden the scope of the state's prevailing-wage requirements to encompass a wider array of projects.

House Bill 1189, introduced by Hoffman, proposes to apply Illinois' prevailing-wage standards to federally funded projects in instances where the federal prevailing-wage rate is equal to or less than the state's rate. Meanwhile, House Bill 3266, sponsored by Benton, aims to extend the coverage to private projects and developments situated in Tax Increment Financing (TIF) districts that receive any public funding, with exceptions applicable when the total project cost is below $25,000 or when particular contractors are essential due to a historic district designation.

The implementation of prevailing-wage contracts is said to elevate costs, increase administrative burdens, and pose stringent paperwork requirements for contractors. This has led to a decline in the ability of smaller contractors to vie for public projects that fall under prevailing-wage mandates.

A reduction in the number of contractors entering bids can potentially drive up the cost of public projects, thereby diminishing the overall efficiency of public expenditure.

The proposals invite citizens to engage with their lawmakers to express opposition to any further expansion of Illinois' prevailing-wage requirements.
